Was the U-20 justified in sinking her?

What do you think caused the secondary explosion(s) after the torpedo?

From what I read the Lusitania was shipping munitions in its cargo hold. Apparently the German Intelligence Service found out about it. It was a very poor decision on the part of the Line and the British military. A gross unnecessary loss of innocent lives.
