With Kim Jong Ill and Co., it is entirely possible that they would make something else if a grain product is sent. The ‘A’ number one, primo distiller-counterfeiter of JD in the world is North Korea. JD is dirt-cheep in Asia, especially in Vietnam, all counterfeit except at a Five Star, and there it is unaffordable. On the other hand, the street JD will give ya a serious head sick plus a big time, double-end, internal pressure purge experience.
Except for the military, government and some DPRK industries, there isn’t all that much motor transport in North Korea. Evidently Kim prefers the ‘ox cart’ economy and fully intends to keep it that way. Given a choice between distilling counterfeit booze for export or setting up an ethanol process for local transport, my guess is that booze would be the first choice and all the subsiquent choices on the singular page of choices. Correct, JD = Jack Daniel's. I hear it is so-so in very limited amounts. I won't try it though; think cluck-cluck, but have watched the results of other than 'very limited amounts' and it's not a pretty sight. :(
