Seriously!
From a psychological point of view.
Most of those folks who rise to power and contain within themselves the goal of world domination at any cost have been diagnosed as psychopaths by the psychologists and socipaths by sociologists. We ordinary people call them: Playground Bullies with no conscience.
Those Bullies often have a certain charisma that makes them attractive to the masses who will gladly follow this messiah. These Bullies often seem somewhat normal to their followers but to those who oppose them they are total tyrants. They become the center of their world as they conceive it. Anyway, many of the great leaders of the World have been sociopaths / psychopaths.
To Name a Few: Julius Ceasar, Herod the Great, Alexander the Great, Napolean, Ghengis Khan, and of course Hitler and Stalin.
These men are capable of great things, as well as great persecution and if they have any unusual psychological quirks they are magnified many times over, ie Nero.
I believe we have had a few Presidents of the United States who Had some Sociopathic tendancies {but I won't name names but they are members of both parties}. Fortunately we have a form of Government that doesn't lend itself well to sociopathic behavior. I will name one government official who definitely showed sociopathic tendancies - J. Edgar Hoover.
Big Brother with our checks and balances would be somewhat difficult but who knows what the future holds. Someday when the country is in really bad straights some charismatic leader may just come along and take all the power unto himself. I certainly hope not.
