Again, cut the dog's hair off, and keep it off.
I (or I should say, my wife at the time) once had a Lhasa Apso, well known for hair complexities, not smells so much. After spending about $200 a month to keep that wonderful critter coiffed, I just took it in and had it trimmed back like most standard poodle owners do (who aren't showing the animal).
Worked great, saved money and hassles galore. Real simple, real cheap.
