We had a really bad slum lord who got brought to court for literally hundreds of health code violations. He went to court in the middle of the winter. One of his buildings had no heat (oil burner had broken a year before). He was given one of those braclets to insure he remained under "house arrest" and was sentanced to 3 months in one of his own buildings. I thought that was very good "creative sentancing".

Maybe the Enron types could be forced to sell their homes, take the money and go door to door giving share holders cash.
