That's because we can and we will as often as we like. This shows them that we can be anywhere at any time we want. To do less would send a signal that we are weak and that they made us a afraid to come into their ports.
Sure its risky but not go would benefit them more and as long as we have a presense there the more it tells them we ain't going anywhere any time soon.
The Navy has always been in the forefront of these small ports and as long as we can draft the waters we will be there.
