As a former Union Member, I can tell you that a closed ballot box doesn't mean much. Almost 30 years ago, I was an operating engineer. The negotiations between the Union management and the building owners was rather acrimonious. We voted. But as we were shuffling down the hall to place our ballots in the "secret" box, Shop steward became abusive and demanded to see our slips of paper to see how we voted. I refused ( i voted no for the strike) and got an earful for quite some time.

We were not happy with the Union leadership and voted them all out a couple of months later. the new crop came in and did a pretty good job until they they got fat dumb and happy and the cycle repeated itself.
