Another INF issue (withdraw from treaty) NATO agrees. So the DEAD HAND is again back in play.

Personal note:
Let's assume these two systems are re-activated and let's also assume the DEAD HAND devices on both sides are active - what's to prevent an all out launch if the sensor(s) - pick up a accidental nuclear power plant explosion or a nuclear bomb accidentally that goes off - in either country? How soon would both side(s) missiles launch after picking up these signals? Is it minutes or does it just activate all launche(s) assuming that either side has just been eliminated?

Dangerous stuff - AI's can get screwy signals from an internal accident and launch thinking one side or the other has just been nuked. Or let's say nothing can be launched without a hand print/eye scan or number sequence to override. What about back up deactivation should the leader be taken out and can't override the system.
