Default Geneva Convention changed

I would like to 1st correct an error I made when I earlier stated that the Geneva Convention didn not apply to Iraq situation. After reviewing the NEW, updated replacement of the orginal Geneva Vonvention of the 40's it clearly states that it does apply WITHOUT a State of War being declared as it used state.

The Geneva Convention was renamed: UN Agreement of Human Rights in 1994. It was created July 8, 1994 and last updated Jan 25, 1997. Some still refer to it as "the 1st Geneva Convention" but its officially reacognized name is United Nations Human Rights Agreement.

All the documents, amendments etc may be viewed at:
www.ask.com then type in Geneva Convention and you will be given a wealth of info in this arena.

Again my apologies for mis-speaking the facts before I knew the facts had been changed that it tool Congress to declare a State of War before the Geneva Convention would apply.
