Undersecretary of the Army Ryan McCarthy, Sgt. Maj. Daniel Dailey and U.S. Rep. John Carter, R-Round Rock, joined Fort Hood officials Tuesday in announcing a program, which is similar to tuition assistance, that allows access to technical trades.
