Well at least they didn't use real C4 like the French inspector that stuck some in an outside pocket on some unwitting passengers Blue suitcase. I hope someone that knows its a lost explosive finds it otherwise someone is going to be arrested for unknowingly caring around some C4 in their suitcase....
I still think if the TSA or other inspectors are going to use YOUR suitcase for a training exercise you should be told prior to it and have to sign a waiver and be told what is going into your baggage also.
