I really don't believe that there was ever a pissing contest between the National Security Advisor and the Director of the CIA during either of the Bush terms. This is just another example of raging egos, Panetta being one of them, competing with a former professional military type; Jones realizes that Panetta is a rank amateur, generally clueless about intelligence matters and the workings of the real world, and is trying to assert his preeminence over the very vital function of intelligence gathering.
