VIETKONG Cong An, US Cong An

The name of the Home land Security Department headed by Tom Ridge if
translated into Vietnamese is Bo^. Ko^ng An Mi~ Quo^'c .
If we look objectively into the Bo^. Cong An VC and the Bo^. Cong An
USA there is no fundamental difference. They both are ordained to
defend the security of the SRVN and the USA respectively using
whatever means including illegal , supra legal or illegal ones. It
could be said with some irony that the US cong an are now committing
more illegal/anti constitutional arrests and detentions, illegal
snooping on its citizens than the VC Cong An on the Vietnamese..

This was due not to lack of desire from the VC cong An to do more
arrests and snooping but rather to a lacks of means. Our Homeland
security has access to our e-mail, cell phone calls, credit card
records, travel habits, contacts with undesirable elements without, in
theory , breaking any laws due to our advanced technological
information gathering capability.
The VC Cong An still used agents to follow people, to open their mails
and to tap their phones thereby reducing drastically the number of
peoples they can investigate.

Preventive Detention of hostile elements in Vietnam is not tolerated
at least in the number or length of time the VC cong An would like to
have. It is difficult to conceal them because of the free movement
of Vietnamese inside Vietnam. Even for foreigners it is not all that
difficult to reach restricted areas like the Central Highlands.
Tourist Tours still brought hundreds of foreign and Thousands of
Vietnamese tourists to the Central Highland . Only when you are a
snooping reporter that you need to be careful.

I strongly support the VC cong An when they act in area strictly
related to maintaining Vietnam Security a sine qua none condition for
her development . Eventually and hopefully this will within 25
years. But action like kidnapping a woman to impose to her your will
is not acceptable (see the Saga of the kidnapped Beauty Queen).

But even in area of National Security, the VC Cong An need to be under
short leash. Colonel Gadaffi, president of Libya just agreed to pay
2.7 billions to compensate for the victims of the Pan Am Boeing 747
blow up over Lockerbie, Scotland to obtain the removal of the United
Nation imposed Embargo. It is still not sure that Gadaffi had
personally authorized such attack. His illiterate/megalomaniac/crazy
Secret Police might have acted without his explicit approval costing
the Libyan people billions of dollars for many year to come. France
just threatened to use its Veto at the UN to stop the removal of
Embargo unless Libya will compensate more the 170 victims of the
French UTA airplane destroyed by the Libyan secret service.

Libyan secret service was not the only rogue secret service in the
World. North Korean Secret Police kidnapped Japanese and South Korean
citizens for cultural purposes keeping them in Pinyang for dozen of
year. Pakistan Secret Service built up the Taliban movement to attack
the Soviet Union but they ended up attacking the USA. They were also
instrumental in terrorist attacks in Kashmir. And then we have
problem with our own secret services being involved in operations I
believed contrary to US interest such as the Bay of Pigs and the
Overthrow of Mossadegh in Iran in 1952 (?)leading to the Shah ‘s
regime then to Khomeini , Osama Bin Laden and Sadam Hussein . I can
cite dozen more in Chili , Cuba and in Vietnam but I won't

The reason for this post is to urge the VCP to keep a very short
leash on its Cong An less they want their country to pay indefinitely
king ransoms to foreigners your secret service hurt like Gadaffi had
to or have their country drawn to 3 very expensive war like the
leaders of Pakistan (Ayub Khan, Zair, Butto etc…) or their country
utterly destroyed like Saddam Hussein.

I am glad that in Vietnam, the Army keep an eye on the Cong An. They
need to be checked continuously and very closely but they should be
given the tools, like we gave to Tom Ridge, to keep home land
security.

There is no evidence that the US Homeland Security Department is
engaged in wholesale espionage on US citizens besides the few
terrorist suspects.

On the contrary, Communist Vietnam police are very well known to live
on briberies and extortions as their salaries are very meager. Just
ask any visitors to Vietnam how traffic "fines" are handled. VC cops
do not bother to wrtie tickest anymore, just negotiate a cash bribe on
the spot to save the government the headache of processing traffic
tickets.

In the US, even terrorists are granted legal representation and open
trials by juries of thier peers. In stark contrast, the Vietnamese
Communist Party decides ahead the outcomes and the punishments of all
trials for their window-dressing courts, defendants are not allowed
legal representation, even their families are not allowed to attend
their trials.

Arbitrary arrests, unlimited detention, politicized accusations and
party-control judicial system are how the VCP terrorize the population
into submission. Most recent arrests of political dissidents have
followed this pattern of abuse. The victims are dissidents courageous
enough to criticize the VCP for its abuses, corruption and failures:
Le Chi Quang, Pham Hong Son, Nguyen khac Toan, Nguyen Vu Binh, Rev
Nguyen van Ly, Ven Thich Quang Do, Prof. Tran Khue, Ex. Col Pham Que
Duong ...the list is very large

Just to check out the validity of his comparison between the US and
Communist Vietnam, comrade El should go back to Vietnam and start
criticizing the VC the same ways he criticizes the US and the former
Rep. of Vietnam, then report consequences.

Comrade EL must be shaking uncontrollably of the grim prospects!
