The National Defense Resources Preparedness executive order (Executive Order 13603) is an order of the United States' President signed by President Barack Obama on March 16, 2012.[1] The purpose of this executive order is to delegate authority and address national defense resource policies and programs under the Defense Production Act of 1950.[2] Executive Order 13603 provides the framework and authority for the allocation or appropriation of resources, materials, and services to promote national defense.[3]
The Act also authorizes the President to requisition private property, force industry to expand production and the supply of basic resources, impose wage and price controls, settle labor disputes, control consumer and real estate credit, establish contractual priorities, and allocate raw materials towards national defense.
Contrary to a few initial claims otherwise,[4] the Order appears to update long-existing directives that have been issued as far back as the Truman Administration and makes no claim to allow the federal government to confiscate private property or declare martial law.[5][6] In particular, this executive order removes the name of the Federal Emergency Management Agency from previous orders, and replaces it with references to branches of the Department of Homeland Security, in order to bring the previous orders up to date with changes in the structure of the Federal Government.[6]

Venezuela Is Beta Testing Executive Order 13603- Food Shortages and Slave Labor
In an article I wrote last week, I reported on Wikileaks finding, from Clinton’s leaked emails, that Secretary of State Clinton played a large role in the present state of extreme shortage being experienced in Venezuela and it was deliberate.
Further the actions being pursued by the Venezuela government exactly parallel the articles and provisions contained in Executive Order 13603.
Is this just a coinciddence? Or is EO 13603 being beta tested in Venezuela for later application in the United States?
In the following paragraphs, I lay out the actions of the Venezuelan government in dealing with their contrived food crises and then offer a comparison to what is written in Obama’s EO 13603.
The Food Crisis In Venezuela
Venezuelan government officials, when they’re not blaming everything on their all-purpose scapegoat the CIA for their food shortages, claim nearly all their problems stem from the fact that a barrel of oil that used to sell for $100 now goes for less than $40. That is true, but even with the lower prices affect every oil-producing country, you don’t see food riots in Saudi Arabia.
In Venezuela, milk, eggs, flour, rice, chicen, beef: If it can be eaten, it’s vanished from the country’s supermarkets. People are eating dogs and cat and there are reports that they are eating each other. Venezuela has the worst food crisis on the planet. It was done to them intentionally and they are taking actions that should loook very familiar to people who have closely followed Obama and Executive Order 13603.
A Food Contrived Food Crisis and Slave Labor Comes to Venezuela
In an executive order that bypassed Venezuelan congressional approval, Venezuelan President Nicolas Maduro decreed that both public- and private-sector employees (all peoplel) can be forced to work in the government owned fields for up to two months at a time — or longer, “if circumstances merit.”
Maduro’s predecessor, Hugo Chávez, believed that food prices would be cheaper if crops were grown by the government rather than private farmers, confiscated nearly 7.5 million acres of agricultural land between 2004 and 2010. Predictably, the government farms produced less food, not more. This is what happens when the government takes over anything.
This is nothing new, but these practices always end badly. For example, Fidel Castro ordered a million urban workers into the Cuban cane fields in 1969 to save the sugar industry. Cuba still practices slavery today with laborers that it sends to it allies to help pay down its foreign debt. (They’re paid only pennies per hour for forced labor.)
And the biggest practing agent of slavery was Joseph Stalin, who enslaved an estimated 18 million forced laborers which was designed to help industrialize the Soviet Union.
America is preparing to join these despots.
Food Crisis Planned for America with a Government Takeover
In recent years the Federal Emergency Management Agency (FEMA) has been regionalizing disaster supplies and rapidly procuring hundreds of millions of ready-to-eat meals, blankets, and body bags. Combined with the DHS’ suspiciously massive purchases of ammunition, one has to ask why are the Feds doing this?
In fact, the government has been buying so many supplies and in such large amounts that shortages have affected the world’s leading manufacturers to the point they’ve been forced to suspend shipments to retail customers of survival foods and ammunition. I VIEW THIS AS PLANNING FOR A CONTRIVED SHORTAGE, VENEZUELAN STYLE!
However, this administration, which included Clinton, is known for creating the crisis and then providing THEIR solution to the crisis that they created. Here is the manefestation of this plot annd don’t worry, the elite have the solution and it is contained in EO 13603, and just like Venezuela, the US government plans to own and control all food.
Control of all Food Plnned for America
Problem, reaction, solution, this is the plan for America.
Obama has total and absolute control over all food where his EO states:
e) “Food resources” means all commodities and products, (simple, mixed, or compound), or complements to such commodities or products, that are capable of being ingested by either human beings or animals, irrespective of other uses to which such commodities or products may be put, at all stages of processing from the raw commodity to the products thereof in vendible form for human or animal consumption. “Food resources” also means potable water packaged in commercially marketable containers, all starches, sugars, vegetable and animal or marine fats and oils, seed, cotton, hemp, and flax fiber, but does not mean any such material after it loses its identity as an agricultural commodity or agricultural product.
(f) “Food resource facilities” means plants, machinery, vehicles (including on farm), and other facilities required for the production, processing, distribution, and storage (including cold storage) of food resources, and for the domestic distribution of farm equipment and fertilizer…”
This unconstitutional EO is particularly disturbing in that it clearly states that the government has control over anything that is “capable of being ingested by either human beings or animals…” If you thought that you and your loyal dog, Fido, were going to get through the coming food crisis by storing and consuming dog food, think again.
How will farmers maintain the nation’s food supply when all fertilizer, their farm equipment and all of their vehicles are under the control of this sociopathic President or the next power-hungry President?
The term “all food storage facilities” includes your refrigerator, your pantry and even the very food in your cabinets as well as what is on your kitchen table. In short, anywhere you keep food is now under the control of the government and can be redistributed.
Planned Starvation In Modern Day America
Were you scratching your head in bewilderment as you watched a couple of years back, on the news, as the Amish have had their farms raided, raw milk producers have been jailed and the kids running lemonade stands have been shut down and ticketed? Now you know why these abuses are being perpetrated by the government in that it represents a mere conditioning process designed to get all U.S. citizens used to the idea that the government owns all food and food production.
The most clever aspect of this EO is that no Hegelian Dialectic (i.e., false flag event) is needed as a pretense to seize food and imperil survivability. Section 201(b) of the Obama EO clearly states that this EO is enforceable under both “emergency and non-emergency conditions.”
After the crisis is created, slave labor will be introduced just like in Venezuela. What an amazing coincidence.
Slave Labor Planned for America
According to EO 13603, the President, or the head of any federal agency that he shall designate, can conscript “persons of outstanding experience and ability without compensation,” in both “peacetime and times of national emergency.” I can hear the Obama supporters now as they will write to me and say, “Obama would never do that, you are drinking from the Kool-Aid, and just go read Snopes, everything will be OK”. Well, here it is, you can read it for yourself.
Sec. 502. Consultants. The head of each agency otherwise delegated functions under this order is delegated the authority of the President under sections 710(b) and (c) of the Act, 50 U.S.C. App. 2160(b), (c), to employ persons of outstanding experience and ability without compensation and to employ experts, consultants, or organizations. The authority delegated by this section may not be redelegated.
This means that Obama, and his fellow communists, can seize any resource, property, or person at any time for any reason, including being able to force that person to perform assigned labor without being paid.
There is only ONE word for forced, “uncompensated employment”. That would is slavery. Congratulations President Obama, you have effectively repealed the 13th Amendment to the Constitution.
Section 601 of the act specifies, in part, how far the government can go in terms of making you their slave.
Sec. 601. Secretary of Labor. (a) The Secretary of Labor, in coordination
with the Secretary of Defense and the heads of other agencies, as deemed appropriate by the Secretary of Labor, shall:
(1) collect and maintain data necessary to make a continuing appraisal of the Nation’s workforce needs for purposes of national defense;
(2) upon request by the Director of Selective Service, and in coordination with the Secretary of Defense, assist the Director of Selective Service in development of policies regulating the induction and deferment of persons for duty in the armed services;
(3) upon request from the head of an agency with authority under this order, consult with that agency with respect to: (i) the effect of contemplated actions on labor demand and utilization; (ii) the relation of labor demand to materials and facilities requirements; and (iii) such other matters as will assist in making the exercise of priority and allocations functions consistent with effective utilization and distribution of labor;
(4) upon request from the head of an agency with authority under this order: (i) formulate plans, programs, and policies for meeting the labor requirements of actions to be taken for national defense purposes; and
(ii) estimate training needs to help address national defense requirements and promote necessary and appropriate training programs
If the above section was merely going to be a military draft, then the Secretary of Labor would not have to be involved. However, as you will note the “Secretary of Labor, in coordination with the Secretary of Defense and heads of other agencies, as deemed appropriate by the Secretary of Labor, shall… assist in the development of policies regulating the induction and deferment of persons for duty in the armed services;… formulate plans, programs, and policies for meeting the labor requirements of actions to be taken for national defense purposes; and (ii) estimate training. This matches, very closely what is happening, at this moment in Venezuela.
Work has been considered by some to be kind of a home away from home proposition. Under EO 13603, it soon will be.
Here is the most damning part : “The needs to help address national defense requirements and promote necessary and appropriate training programs…”. Refer back to section 502 of sections 710(b) and (c) of the Act, 50 U.S.C. App. 2160(b), (c); these are the people that the Secretary of the Labor will conscript in order “to employ persons of outstanding experience and ability without compensation and to employ experts, consultants, or organizations”.
This, my fellow Americans, is a civilian conscription and this is why the Secretary of Labor is in charge instead of the head of the Selective Service! Under these provisions, the government believes that they can send you anywhere, to work on anything of their choosing. And adding fuel to the fire, why do you think that the Senate just passed a bill which requires females to register with Selective Service? Nobody is outside the system.
Conclusion
Isn’t is coincidental and interesting to note that “50 MILLION AMERICANS ON FOOD STAMPS, 25% OF THE COUNTRY SUFFER FROM FOOD VULNERABILITY ACCORDING THE GOVERNMENT. UNDER THE OBAMA ADMINISTRATION, THE POTENTIAL FOR HISTORY TO REPEAT ITSELF IS INDEED REAL! GIVEN THESE NUMBERS HOW HARD WOULD IT BE THIS ADMINSTRATION, OR A CLINTON ADMINISTRATION TO MANUFACTURE A FOOD CRISIS.
I have no doubts that the contrived food crisis and resulting slave labor development is a beta test for America and the roll out of EO 13603

Executive Order 13603 – How Dangerous Is It?

President Obama has been using executive orders (EO’s) in ways they have never been used before. He is using them to do end-runs around Congress by legislating from the White House. Some EO’s are dormant but pose a potential future threat. One of those is EO 13603.
President Obama signed EO 13603 on March 16, 2012. The purpose is to delegate authority and address national defense resource policies and programs under the Defense Production Act of 1950. It provides the framework and authority for the allocation or appropriation of resources, materials and services to promote national defense.
It is an update and it is not much different from prior EO’s on the National Defense Resources Preparedness. However, one difference which is concerning to some is that the definition “national emergency” is now broader and it is quite vague. There were other subtle changes that might be of interest.
The EO includes all of Obama’s out-of-control agencies and they would have unlimited power if the president declared a “national emergency.”
Executive Order 13603 — National Defense Resources Preparedness allows the government to completely control our lives through the “industrial and technological base,” should the president declare a national emergency.
EO 13603 gives Obama the power over all commodities and products capable of being ingested by human beings and animals; all forms of energy; all forms of civil transportation; all usable water from all sources; health resources; forces labor such as military conscription; and federal officials can issue regulations to prioritize and allocate resources.”
EO 13603 is the plan to control our economy and our lives in the event of a crisis endangering our national security. There are no checks and balances written into the EO.
Could a cyber threat be used as an excuse to use this authority? Could an economic crisis cause the president to take over retirement funds using this EO?
In Obama’s hands, this EO does give one pause.
President Obama is behind the nationalization of education, car companies, energy, school loans, housing. The growth of government and the unbridled spending seems endless under his reign.
One of the issues to be concerned about is his expressed desire to wrap his financial hands around the trillions in private retirement savings. A national financial crisis would allow him to do that.
Those are hypotheticals and there is no indication that President Obama will do any of that, however, the biggest concern is that we have now allowed our government to pass laws, EO’s, rules et al that give the government the right to do pretty much anything they want to us. We’ve been careless and inattentive.
We need an order like this but we don’t need an order that gives undefined and unlimited power to one person in the government who can then utilize his/her out-of-control government agencies as s/he sees fit.

That sure sounds like martial law.
