Dr. Anthony Fauci and others believe they have created a doable, albeit hugely expensive, blueprint for how vaccines could be safely tested and manufactured in a matter of months. Under the plan, dubbed Operation Warp Speed by the president, the federal government has invested heavily in several vaccine efforts while also rolling out a massive testing program.
