1971 Congress moves to block widening of the war

In both houses of Congress, legislation is initiated to forbid U.S. military support of any South Vietnamese invasion of North Vietnam without congressional approval. This legislation was a result of the controversy that arose after the invasion of Laos by South Vietnamese forces in Operation Lam Son 719. On February 8, South Vietnamese forces had launched a major cross-border operation into Laos to interdict the Ho Chi Minh Trail and destroy the North Vietnamese supply dumps in the area.

Although the only direct U.S. support permitted was long-range cross-border artillery fire from firebases in South Vietnam, fixed-wind air strikes, and 2,600 helicopters to airlift Saigon troops and supplies, President Richard Nixon's critics condemned the invasion. Foreign Relations Committee chairman Senator J. William Fulbright (D-Arkansas) declared the Laotian invasion illegal under the terms of the repeal of the Gulf of Tonkin Resolution, which allowed the president only the mandate to end the war.



1972 U.S. troops fight biggest battle in nearly a year.

U.S. troops clash with North Vietnamese forces in a major battle 42 miles east of Saigon, the biggest single U.S. engagement with an enemy force in nearly a year. The five-hour action around a communist bunker line resulted in four dead and 47 wounded, almost half the U.S. weekly casualties.

Along Route 4, convoys continue to hit mines and are harassed by RPG2 antitank weapons and small arms fire. One of the 1/16th 81-mm. mortar rounds falls short and injures two men, while the battalion's position is hit by some .50-caliber machine gun rounds from a friendly mechanized unit conducting reconnaissance by fire just after dark falls. An 81-mm. mortar is damaged, but there no injuries or other damage.

February 25, 1971 (1st day of the 2nd month, Year of the Boar [Tan Hoi]) (US Counteroffensive Phase VII): Lam Son 719 update: A force of 20 Soviet-built PT-76 light tanks and about 2000 enemy infantry try to storm ARVN's Airborne Objective 31. Supported by air strikes, the 500 paratroopers there repulse two waves and kill up to 1000 of the enemy, but after three hours, they have to abandon the position and fight their way south. The NVA captures 120 ARVN troops, including the battalion commander.

BORDER CLASHES:
February 25, 1976 (26th day of the 1st month, Year of the Dragon [Binh Thin]): In Cambodia, Siem Reap is bombed by NVA MiG-21's in retaliation for Khmer Rouge border attacks.
