Sen. Harry Reid, D-Nev., urged congressional negotiators to be aggressive in the face of a White House veto threat against the fiscal '03 defense authorization bill if it includes a plan to eliminate the dollar-for-dollar forfeiture of retired pay by veterans who receive disability benefits. He said he didn't really believe President Bush would veto the bill if it included a concurrent receipt measure. He dared the White House to veto a bill over benefits for disabled veterans. If the bill is vetoed, he said he was confident Congress would muster the two-thirds vote in each body to override the veto because lawmakers are more likely to stick with disabled veterans than the president. Who would they rather have on their backs, the president or the veterans of this country? Reid asked.

Ninety percent of the Congress is on record supporting concurrent receipt.
