The British Parliament was locked down on Wednesday after an attacker stabbed an officer and was then shot by police. Witnesses also said a vehicle struck several people on the nearby Westminster Bridge.

London police said they were treating the attack as a "terrorist incident until we know otherwise."

The threat level for international terrorism in the U.K. was listed at severe. The city was also on alert for the Thursday funeral of former IRA commander Martin McGuinness.
Dennis Burns, who was just entering Parliament for a meeting, told the Press Association he heard a radio message saying an officer had been stabbed. Police and security rushed outside as he was going in.

"When I got inside I was wondering what the hell was going on and I saw dozens of panicked people running down the street," he said. "The first stream was around 30 people and the second stream was 70 people.

"It looked like they were running for their lives," he said.

On the bridge, witnesses said a vehicle struck several people, and photos showed a car plowed into railings.

The former Polish foreign minister Radoslaw Sikorski posted a video on Twitter that showed people lying injured on the bridge.

Sikorski, a senior fellow at Harvard Centre for European Studies, says he saw at least five people lying on the ground after being "mown down" by a car.

In Parliament, witnesses reported hearing sounds like gunfire.

Leader of the House of Commons David Lidington said an assailant at Parliament was shot and that there were reports of other violence nearby.

Journalists there said they were told to stay in their offices. Press Association news agency reported that two people were seen lying within the grounds of Parliament.

George Eaton, a journalist with the New Statesman, said that from the window of Parliament's Press Gallery, he saw police shoot a man who charged at officers.

"A large crowd was seen fleeing the man before he entered the parliamentary estate," he wrote on the publication's website. "After several officers evaded him he was swiftly shot by armed police."

Prime Minister Theresa May was at Parliament when the incident began, but her office says she is safe.

The scene unfolded within clear sight of the London Eye, a large ferris wheel with viewing pods with views of the capital. Footage showed the pods full as viewers watched police and medical crews on the bridge.

Nicola Sturgeon, Scotland’s first minister, has issued this statement about the attack.

My thoughts are with everyone caught up in the dreadful incident at Westminster today, including the emergency services who responded bravely to ensure the safety of the many people nearby.

Following the incident the Scottish government has been liaising closely with Police Scotland and the cabinet secretary for Justice has been briefed by the chief constable.

This afternoon our officials held a Scottish government resilience (SGoRR) meeting with Police Scotland, to ensure that any potential implications for Scotland are considered and I will convene a Ministerial SGoRR meeting later this evening.

We have been in regular dialogue with the parliament and I fully support the decision of the presiding officer to suspend proceedings this afternoon. It should be made clear, however, that this was not because of any specific threat to the parliament or to Scotland

We are liaising with our counterparts in the UK government and the Scottish government stands ready to support in any way we can.

The Conservative MP for Bournemouth East, is a former armed serviceman with The Royal Green Jackets. His brother, Jon, died in the 2002 Bali bombings.

Daily Telegraph chief political correspondent tweeted that he saw Ellwood being comforted in New Palace Yard after his attempts to save the police officer’s life.

A police officer is addressing us now. (By us, I mean the journalists and other people working in the Commons being held in Westminster Hall.) He says there has been a significant incident, and outside the building, New Palace Yard, is a crime scene. We are also witnesses, he says. So we will be held here for about 60 to 90 minutes.

After about an hour and a quarter they will take details from people. After that we will be allowed to leave, he says.

A second official is speaking now. He says they will prioritise anyone who needs medical help. Then they will pass around details allowing us to upload pictures and video of the incident. That will save them having to seize phones, he says.

Finally, they will “triage” witnesses, he says. He says this will require patience.

People in other buildings are going through the same process.

He asks anyone with medical needs to make themselves available.

In about half an hour they will pass round information about how to submit evidence, he says.

The Muslim Council of Britain has issued the following statement:

We are shocked and saddened by the incident at Westminster. We condemn this attack and while it is still too early to speculate on the motives, our thoughts and prayers are for the victims and those affected. We pay tribute too to the police and emergency services who handled this with bravery. The Palace of Westminster is the centre of our democracy and we must all ensure that it continues to serve our country and its people with safety and security

The Speaker of the House of Commons and the Speaker of the House of Lords have issued a statement:

An extremely serious incident has occurred in the Westminster area this afternoon. The Metropolitan police is dealing with this and an investigation is under way.

On behalf of members of both Houses of Parliament, we wish to offer our thoughts to all those affected and their families.

We would also like to express our gratitude to the police and all emergency services.

The French prime minister, Bernard Cazeneuve, has confirmed that a number of French students were among casualties on Westminster Bridge.

Some witnesses said a group of French students were present.

Unconfirmed French media reports also state that students were present on Westminster Bridge at the time of the attack and that three have been hospitalised. There are no details as to their condition.

March 22 (UPI) -- Two people, including a police officer, died Wednesday in what London police say they are treating as a "terrorist incident" near the Houses of Parliament.

Authorities placed the legislative building and surrounding area, including Westminster Bridge, on lockdown after witnesses reported hearing reports of gunshots around 2:40 p.m. Those areas were later evacuated.

Leader of the House of Commons David Lidington said a police officer was fatally stabbed in the incident and an assailant was shot, BBC reported.

The Guardian reported up to 12 people may have been injured when a vehicle drove into a crowd on Westminster Bridge, which is near the Houses of Parliament.

One woman who was on the bridge died.

London Metropolitan Police Cmdr. B.J. Harrington told reporters there are a "number of casualties, including police officers," but he was unprepared to give a specific number or comment on the severity of injuries.

"Officers -- including firearms officers -- remain on the scene and we are treating this as a terrorist incident until we know otherwise," Metropolitan Police said in a statement.

Scotland Yard's counter-terrorism command is leading the investigation, Harrington said.

He said Craig Mackey, the acting commissioner of the Metropolitan Police, was at the scene of the incident and is being considered a "significant witness."

Within minutes of shots being fired, eight armed undercovered police rushed British Prime Minister from Parliament to a waiting vehicle.
