(EXCERPT) GENERAL WILLIAM C. WESTMORELAND (Commander, Vietnam) In 1968
a new phase is now starting. We have reached an important point when
the end begins to come into view. NARRATOR Tet, the Vietnamese New
Year. A massive Vietcong and North Vietnamese offen-sive struck the
cities of South Vietnam. The attacks spilled into the living rooms of
America and split the White House staff. WALT W. ROSTOW (National
Security Adviser) Yes, I was optimistic after the Tet offensive --
even more optimistic in a sense than before -- because it's one thing
to have confidence that you're going to cope with this maximum effort.
It's another thing to see that everyone was coping. You'll see that
the cables from Saigon, from Ambassador Bunker, told us that the en
