The release of the Lockerbie bomber has continued to dominate David Cameron's trip to the US as he came under pressure to issue an independent investigation.
Four senators believe Abdelbaset al Megrahi's release may have been linked to lobbying by BP.
But, speaking at the White House, the Prime Minister defended the oil company and insisted it had not "swayed" the decision.
Mr Cameron insisted the Scottish Government was solely responsible for the "totally wrong" decision to let him, though he confirmed the possibility of a full probe into al Megrahi's return to Libya.
But Scottish Justice Secretary Kenny MacAskill defended his decision to release al Megrahi "on compassionate grounds".
He told Sky News: "Al Megrahi is terminally ill. I stand by my decision. I dealt with it following the rules. It's easy to criticise from the sidelines."
Meanwhile, Mr Cameron also raised hopes for computer hacker Gary McKinnon to serve any jail time in Britain.
The 43-year-old, who suffers from Asberger's Syndrome, faces up to 60 years in jail for hacking into top secret US military computers.
Despite citing a US tradition in which the president "doesn't get involved in decisions around prosecutions (or) extradition matters", Mr Obama pledged to find "an appropriate solution" to the case.
The global financial crisis and the war in Afghanistan will dominate the rest of Mr Cameron's visit, his first while in office, which has drawn a lot of attention from US media.
ABC News described him as "Britain's high-octane Prime Minister", an impression he will try to build upon in Washington DC and New York.
There was also unusual familiarity between the two prominent leaders, who spoke on "Dave" and "Barack" terms to emphasise there still is a vital 'special relationship' between Britain and the UK.
Both cited the series of military conflicts in which British and American troops have fought together and died together as forging a close unity.
Mr Cameron will pay his respects to America's Fallen when he lays a wreath at the National Cemetery in Arlington before going to the Pentagon to discuss military tactics in Afghanistan.
There is common agreement between London and Washington that troop levels will start winding down at the end of the surge next year - with Afghanistan taking responsibility for its own security by 2015.
That is the likely date of the next General Election, by which point Cameron has told Sky News he will have British combat troops out.
The Prime Minister's whistle-stop tour will see him board a train for New York City, where he will be hosted by the Mayor, Michael Bloomberg, the info tech billionaire and one of Mr Cameron's oldest friends in US Politics.
He will then hold a meeting with CEOs at the IT market Nasdaq before finishing his day in talks with the UN Secretary-General Ban Ki-moon.
The Obamas and the Camerons had a modest exchange of gifts - a swap of modern art for the couples, wellies for the Obama girls, a necklace for Mr Cameron's daughter, Nancy, and a DC United soccer shirt for his boy, Elwen.
Practical, contemporary, informal, personal - that about sums up the way the Prime Minister wants to conduct his relationship with the US President.
But some traditions never die. The Prime Minister conveyed an invitation to the Obamas from Her Majesty the Queen to come to Britain on a state visit.
In response to the invitation, a National Security Council spokesman said: "The President and First Lady are delighted with the Queen's invitation for a State visit to the United Kingdom and are very much looking forward to it."
A date for the state visit was not mentioned, but the evident warmth of the Obamas' acceptance might help smooth over what was a tricky first day for David Cameron.
