War - Taboos of War
As stated by Marshal Liu Bocheng vis a vas strategic decisions:
1. Do not fight a war if the country is not powerful enough (including manpower and financial and military strength.) 2. Do not fight a war if the situation is unfavorable (including the international situation and the attitudes of neighboring countries.) 3. Do not fight a war if there is no domestic tranquility. 4. Do not fight a war if the people do not support it. 5. Do not fight a war if the country has to fight on two or more fronts. |

I was thinking the same thing Bluehawk. They also assume you have a choice of whether to fight or not to begin with.
