Can you just imagine what that fine silt/sand/dust would do to a laptop? I can feel it in my teeth right now.
Ick. As for cellphones, you basically need to be within range of a tower, I truly doubt that very many are still standing and/or operational. That's why the press corps was using the satellite phones instead.
