Subj: NAVY AND MARINE CORPS AWARDS MANUAL

1. PURPOSE. To provide information and regulations on awards for individuals and units in the Naval Service.

Now with reference to "The Purple Heart" given to
Lt. John Kerry.

PURPLE HEART.

b. Eligibility Requirements. Awarded to members of the
Armed Forces of the United States who, while serving
under competent authority in any capacity with an
Armed Force of the United States after 5 April 1917,
has been killed or wounded.

(1) In action against as enemy of the United States.

(2) In action with an opposing armed force of a foreign
country in which the Armed Forces of the United
States are or have been engaged.


c. Definition. A "Wound" is defined as an injury to any
part of the body from an outside force or agent,
sustained while in action as described eligibility
requirements. A physical lesion is not required,
provided the concussion or other form of injury
received was a result of the action in which engaged.

e. Determination of Eligibility. During subsequent
conflicts (Vietnam and Operation DESERT STORM), The
individual must have been wounded as a result of
enemy action (direct or indirect).

220. PREPARATION OF RECOMMENDATIONA

1. Initiation.. Recommendation for an award may
be submitted by "any" commissioned officer, senior
to the individual being recommended, having
knowledge of the act, achievement or service which
may warrant such award. A recommendation
originated by other than the commanding officer
of the individual concerned must be forwarded to
the commanding officer for endorsement.


This is just the information on the Purple Heart medal that Lt. John Kerry was awarded.
I have other information on all the others.

Some of you may have doubts why, how, and who awarded the medal to John Kerry.

But is there any way to apply the standards which you posted against the military records of Kerry, so that the speculation, innuendo, and rumor can either be denied finally or confirmed finally? I fully and completely understand the regulations and requirements for qualifying for the Purple Heart, and am grateful that the hospital personnel took care of all the paperwork for me.

From all the of ooohing and aaahing of his former boat crew that we saw during the primary campaign, I would have thought that one of them would have stepped forward and stated the it was he that made the recommendations for Kerry's Silver Star. Was the silence over at your place, skeeter, the same deafening quality as it was here?

Default Never Gave It A Thought!

Super Scout:

I, for one never gave it much consideration on who, why, and how a Navy or Marine serviceman received a medal for their actions. I don't really care how Lt. John Kerry received his medals for his efforts in Vietnam. Some may say, he was given those medals as a tokan as he was a commander of his ship. I'm certain there were a lot of medals issued when they didn't have the merits.

And I'm certain there are a lot of military combat veterans that earn but didn't get them.. This can even go back as far as WWI.

Some medals are given as merits or points towards their type and time of duties. More so, Awards are intended to recognize
exceptional performance and valor" under the Policy Consideration of the Military Code.

However, I would like to reiterate under: Title 10 U. S. Code, Section 6249 provides that no medal, cross, bar, or associated emblem or insignia may be awarded or presented to any individual if the service "after" the distinguishing act or period has not been "honorable"..

So do we question any person(s)on who recommended, and who signed the recommendation forms for the award.?

Should we find that Lt. John Kerry was the senior officer aboard his ship. Who was the senior enlisted member of the ship that forward the documentation for award consideration to the first officer in the chain of command for their review?

That is the person, that should come forward to clear the questions marks here.
