Even if he wants to speed things up, the Vietnamese will move cautiously. It took them three years to reciprocate former Defence Secretary William Cohen's trip to Hanoi. Thus, forcing many SouthEast Asian countries to begin an arms race, which is already happening. A major arms race will take away the neccesary resources to combat poverty which is the origin of terrorism. Moreover, U.S military present in the South China Sea, especially Vietnam will delay the prospect of China's ambition to unite Taiwan by a military invasion. The prospect of American naval carriers and military forces in the South China Sea will force China to split its massive concentration of forces in the Taiwan Straight and deploys half of the forces in the South China Sea. Thus, this weaken the invasion forces facing Taiwan, and delay or decrease the destructiveness of cross straight invasion by China. Furthermore, U.S military present at Vietnam's cam ranh naval base will prevent another incident such as the ramming of the EP-3 spy plan off the coast Hainan island that resulted in a diplomat standoff between China and the United States. The United States still flies spy mission to electronically dropping off the Chinese coast. Chances are, another ramming incident would take place. However, with U.S military present at cam ranh, the U.S military can take over a russian built electronic dropping station built on the high mountain above cam ranh to electronically dropping on anything coming out of southern china and all of SouthEast Asia terrorist communication. These were all being considered by the pentagon just after september-11. And how the hell can the Vietnamese boat people hope to gain U.S's support to fight for a democratic Vietnam with the huge important role Vietnamese communist playing with U.S 's security interest in SouthEast Asia? The United States does not interested to support some sort of political process that could unravel itself to an already fragile region. The last time U.S supported a political process there, its leaderships were corrupted, whose people really interested in pocket themselves in billions of dollars of U.S aids. Moreover, those corrupted and incompetence leaderships were more interested in staging coup than building a prosper and democratic vietnam. And the same corrupted people are now begging for U.S support for something they had squandered and blundered. They should blame themselves for failing the Vietnamese people, not the Vietnamese communist or the United States. |
