Madison, Wis. - Secretary of Homeland Security Janet Napolitano today traveled to Madison, Wis. to deliver remarks highlighting the role that individuals and communities play in homeland security at the Madison Civics Club 100th Anniversary Commemoration luncheon.

"While we have made great strides in securing our nation since the tragic attacks on Sept. 11, 2001, we continue to face persistent and evolving threats from terrorism," said Secretary Napolitano. "Homeland security begins with hometown security - individual citizens and communities play a critical role in contributing to our nation's safety and security."

During her remarks, Secretary Napolitano underscored the importance of security as a shared responsibility, ten years after 9/11. Programs such as the "If You See Something, Say Something™" campaign emphasize the importance of public engagement in reporting suspicious activity to the proper law enforcement authorities.

Yesterday, Secretary Napolitano delivered remarks at the University of Wisconsin to announce a new initiative to streamline the international student visa process for foreign students seeking to study in the United States. The Study in the States*initiative is a key component of a government-wide effort to encourage the best and brightest foreign students to study and remain in the U.S.**

More than 1.1 million active nonimmigrant students and exchange visitors and their dependents study in our nation’s world class system of universities, exchange programs, and training opportunities. The Study in the States initiative builds upon other recent policies that embrace talented students from other countries, who enrich the nation by working in science and technology jobs and fueling innovation in their chosen fields here in the United States.
