North Korean media ignores nuclear missile anniversary after rare 2020 coverage

State media may be adjusting policy on publicly recognizing July 4, 2017 ICBM test depending on relations with U.S.

North Korean state media did not feature any coverage celebrating a key nuclear-capable missile test anniversary on Sunday, after acknowledging the day for the first time in 2020.

Pyongyang considers July 4 to be one of the four most significant dates in the history of the country’s nuclear weapons development, as the date marks the first Hwasong-14 intercontinental ballistic missile (ICBM) test in 2017.

North Korea has observed the four anniversaries inconsistently since the height of ICBM development in 2017, but the lack of coverage of the anniversary in state media may gesture toward maintaining an open door to talks with Washington.

It also follows the apparent skipping of a key anti-U.S. holiday in June for the fourth year in a row.

“JULY 4 REVOLUTION”

Pyongyang is sensitive to how Washington sees the July 4 ICBM test anniversary, since state media initially characterized it in 2017 as a “package of gifts” for the U.S. specifically timed to get their attention on the Independence Day holiday.

But state media was silent about the ICBM test when the first anniversary of the event came around in 2018 — just a few weeks after North Korean leader Kim Jong Un and then-U.S. President Donald Trump met in Singapore and agreed to improve relations.

Amid talks with Washington in both 2018 and 2019, Pyongyang stayed silent on the July 4 anniversary and the other three 2017 ICBM development anniversaries — a rocket engine test on March 18, the second Hwasong-14 test on July 28 and the first Hwasong-15 test on Nov. 29.

After talks broke down in late 2019, however, state media broke its silence by celebrating the March rocket engine test and U.S. Independence Day missile test on their anniversaries in 2020, carrying reports on efforts to counter “hostile forces” with ICBMs and encouragement for weapons designers and manufacturers to uphold the “July 4 Revolution.”

Taking it a step further, North Korea revealed its largest-ever ICBM, nicknamed the Hwasong-16, at a military parade in October 2020, and state media has since frequently promoted it as a proud achievement. The DPRK has yet to test the missile, however.

Following the election of U.S. President Joe Biden in early Nov. 2020, celebrations of 2017 ICBM developments halted, and the Hwasong-15 test anniversary went unmentioned in state media on Nov. 29.

Experts said last November that the renewed silence on the topic was a sign that Pyongyang wanted to keep its options open with the U.S., but they also cautioned that the anniversary could have been celebrated in secret, as on other occasions in recent years.

For example, NK Pro previously revealed that Kim Jong Un secretly visited a new Hwasong-15 monument on the U.S. Independence Day in 2018, just weeks after meeting Trump in Singapore. North Korea also hid aerospace sector activities during the early stages of U.S.-DPRK talks in 2018.

In addition, anti-U.S. propaganda has remained an active part of internal state education, even after Pyongyang appeared to signal openness to talks with the U.S. by taking down violent propaganda posters and slogans from highly visible public places.

Meanwhile, North Korea reportedly created a new national holiday last year to celebrate annually the Nov. 29 ICBM test as “Rocket Industry Day,” but domestic calendars have not appeared to consistently include the new holiday and it is unclear if North Koreans will celebrate it widely this year.

Personal note: N.K. - Kim does this every year when a U.S. Holiday is in place - he will respond to draw attention away from the U.S. - and show and tell his armament of which he hopes to shatter any U.S. momentous Holidays. To me this shows his insecurity and unwillingness to engage in world peace issues. He's brainwashed his People to make them think the rest of world is out to get him and them. It seems China (next door neighbor) wants us to address NK's legitimate concerns - and just what are those concerns? If he wasn't so radical - maybe something could be done to lessen the friction but that's not part of his teachings - its his way or the highway - which is only to keep control over his people. Both Kim and Putin are playing hardball and that's not going to get it done!
