Secretary Gates has not specifically said that the insourcing directive is dead. That was an assumtion of the writer of the article. All Gates was saying was that thus far insourcing has not saved any money. I am not for insourcing in any way, shape, or form. I am just saying that people want to automatically say that there is no threat from the insourcing plan now.
