In the first of two policy briefs with the NATO Defense College as part of her 2021 NATO Partners Across the Globe Fellowship, Dr Gorana Grgic addresses the strategic quandary that the Indo-Pacific region poses to NATO and a number of NATO allies.

Despite growing support in the United States and allied states for a cessation of the so-called era of out-of-area (OOA) missions by NATO, Dr Grgic argues the prospect of OOA operations in the Indo-Pacific are becoming likelier than at any point in the post-Cold War era.

The impact of security and economic developments in the region on the rest of the world and China's growing power and assertiveness has more NATO member states looking to respond, which Dr Grgic notes raises multiple questions around the conceptualisation and execution of potential OOA operations in the region.

Responding to these issues, she sketches out the strategic vision of member states that have outlined Indo-Pacific strategies, then discusses the concept of an OOA driven by new strategic imperatives, before proposing a framework of assessment for the prospect of coordination and cooperation among NATO Allies in the Indo-Pacific.

While the OOA discourse has been "deemed out of vogue", Dr Grgic says the strategic shifts on part of the Alliance members towards greater involvement in the Indo-Pacific have an unambiguous bearing on the Atlantic Alliance and raise important questions of the implications of such moves which need to be addressed.

Dr Gorana Grgic is a jointly appointed Lecturer at the Department of Government and International Relations and the United States Studies Centre.

Gorana has been affiliated with the Centre since 2011. She has taught undergraduate and postgraduate units in US politics and foreign policy, world politics, ethnic politics, international organisations and interdisciplinary studies at the University of Sydney. Gorana has recently been awarded the 2018 FASS Teaching Excellence Award. In 2012 she was awarded the FASS Dean’s Citation for Excellence in Tutorials, and in 2013 the FASS Postgraduate Teaching Fellowship. Since 2016, she has also been a Visiting Lecturer in US foreign policy at the University of Western Australia in conjunction with the Perth USAsia Centre. In 2018-2019, Gorana was a Visiting Scholar at the Harvard Minda de Gunzburg Center for European Studies.

Gorana’s research interests include US foreign policy, transatlantic relations, conflict resolution and democratisation. She is the author of Ethnic Conflict in Asymmetric Federations (Routledge, 2017), which explores the nexus between political liberalisation, asymmetric federalism and ethnic conflicts. Gorana is currently working on a book project that examines US foreign policy and transatlantic cooperation in the Balkans. During her doctoral candidature (2010-2013), she was a Research Associate for an ARC Discovery Project “Political Institutions, War, and Peace: Global and Regional Dynamics” (CI: Prof. Ben Goldsmith).

Gorana has been a regular political contributor for ABC News and Sky News, and has written for and contributed to a number of domestic and international media outlets and policy institutes.

In between her undergraduate and postgraduate studies, Gorana worked for the UNDP in Croatia. Between 2011 and 2014 she was a producer and journalist for SBS Radio in Sydney.

Gorana was awarded her PhD in International Relations at the University of Sydney in 2014. She holds a Master of International Studies degree from the University of Sydney, where she graduated in 2010 and was awarded the Hedley Bull Prize for Postgraduate Coursework. Gorana graduated summa cum laude from the University of Zagreb in 2008 and holds a Bachelor of Economics (Hons) degree with a major in Macroeconomics. Her undergraduate degree was partially completed at the National University of Singapore.
