The PRC continues to expand its invitation list of foreign officers observers and students to its military exercises and schools. The People's Daily Online is the PRC's primary www news outlet. It remains very selective on what it publishes - here is just a sample. As PLA continues to modernize, look for increases in reaching cooperative agreements with other nations. Nations able to procure military equipment from China (and Russia) will continue to get more bang for their bucks than procurement from the USA.

Foreign servicemen speak positively of "Iron Fist-2004" military exercise



Foreign military leaders and observers who attended the "Iron Fist-2004" military exercise Saturday in Zhengzhou congratulated China on the success of the exercise.

The exercise, with actual troops and live ammunition, was carried out by a reinforced mechanized infantry division at the Queshan Training Base of the Chinese People's Liberation Army (PLA) Jinan Military Area Command Saturday morning.

The 60 observing foreign officers are from 16 countries, including Brunei, the Philippines, Tajikistan, Bangladesh, Cambodia, India, Indonesia, Kazakhstan, Laos, Malaysia, Myanmar, Pakistan, Russia, Thailand, Uzbekistan and Vietnam.

It is the first time for the PLA to invite so many high-ranking foreign military officers to watch a Chinese military exercise. This is also the largest scale military exercise attended by foreigner observers.

"The exercise is very interesting and impressive," said Shahid Siddiq Tirmizey, director general of the Joint Staff of the Pakistani army. He said the exercise demonstrated the advanced arms and professional training of the Chinese army. He said Pakistan will cooperate with the Chinese military more in the future.

Haji Awang Halbi Bin Haji MD Yussof, commander of the Brunei armed forces, also said he appreciated the advanced arms training of the Chinese forces. He said this exercise is a concrete step toward the transparency of China's national defense. Also, it is a good chance to show the achievements of the army modernization construction.

Halbi said he is very honored to be invited to watch the exercise, noting that it will promote military exchanges and cooperation between Brunei and China.

Zin Yaw, commander of the Air Force Base of the Myanmar military, said the exercise was very successful. At present, he is receiving air force training in China. He said Myanmar and China are exchanging officers to help raise the level of military training in both countries.

Midintsev, section head of the General Operations Bureau of the Russian General Staff, said the commanders and soldiers completed the exercise successfully despite bad weather and difficult terrain.

Hu Jintao vows to modernize army in all-around way



Hu Jintao, chairman of the Central Military Commission (CMC), has pledged to revolutionize, modernize and standardize the Chinese army by deeply studying and implementing the guidelines of the 4th Plenary Session of 16th Central Committee of the Communist Party of China (CPC) and the enlarged meeting of the CMC.

Hu, also state president and general secretary of the CPC Central Committee, made this pledge Wednesday, while observing a presentation of a military commanding information system and speaking with delegates to a meeting about the buildup of commanding headquarters of the Chinese People's Liberation Army (PLA).

Also present were CMC vice chairmen Guo Boxiong, Cao Gangchuan and Xu Caihou, and other CMC members Liang Guanglie, Li Jinai, Liao Xilong, Chen Bingde, Qiao Qingchen, Zhang Dingfa, and Jing Zhiyuan.

On behalf of the CMC, Hu gave festive, cordial words to officers and men of the armed forces and armed police, paramilitary personnel, retired army officers, veterans, injured or handicapped soldiers, and relatives of revolutionary veterans to mark the imminent National Day, on October 1. This year is the 55th anniversary of the founding of the People's Republic.

China is amid new situation and faces new tasks in the building of national defense because the country's reform and opening drive has entered a crucial stage, noted the CMC chairman.

He urged the whole army to uphold Deng Xiaoping Theory and the Important Thought of "Three Represents" as the guiding ideology and conscientiously implement Jiang Zemin's thinking on the building of national defense and the army.

Hu succeeded Jiang as the CMC chairman at the Party session, which convened on September 16-19, and the two appeared at the enlarged CMC meeting on September 20. On the both occasions, Jiang showed his full confidence that Hu is a qualified general commander of the Chinese Army.

Foreign military officers conclude training courses in China



Seventy military officers from 42 countries gathered Thursday in Beijing to celebrate the conclusion of their training courses offered by China's top military university.

They were each conferred a certificate of graduation from the 2004 International Symposium Course and the Training Course for the Young African Military Officers, both held by the National Defense University (NDU) of the Chinese People's Liberation Army (PLA).

"China's top military university has made another new achievement in offering training courses for foreign military officers and academic exchanges with world armies," said NDU President Pei Huailiang at the ceremony.

Since 1999, the NDU has held six international symposium courses. The 2004 session, lasting a month and a half, covered China studies, Asian-Pacific security, global security and military revolution.

The two-week Training Course for the Young African Military Officers was the second of its kind hosted by China, with the first having been organized by China's Defense Ministry in the first half of the year.

Hans-Klaus Haacke, a German military officer, said on behalf of all the officers that although they were representatives of continents that have different cultures and religions, the Chinese staff assisted them quite a bit by treating everybody the same.

"There can be no doubt that all of us will return to our countries more knowledgeable, with a better understanding of China and its military and perhaps even with greater wisdom," he said.

According to Pei, the NDU's training courses have become a platform for military officers from China and other countries to carry out academic exchanges and consolidate friendship.

"The courses have not only deepened officers' understanding to China's history and culture, reform and opening-up, and policy of national defense, but also enhanced the mutual understanding and trust between the Chinese army and world armies," he said.

Hu Jintao


Hu Jintao was elected president of the People's Republic of China on March 15, 2003.

He is now general secretary of the CPC Central Committee, president of the People's Republic of China, chairman of the Central Military Commission.

Hu Jintao, a native of Jixi, Anhui Province, was born in December 1942. He joined the Communist Party of China (CPC) in April 1964 and began to work in July 1965 after he graduated from the Water Conservancy Engineering Department of Tsinghua University, where he had a major in the study of hub hydropower stations. He is an engineer.

Hu began to work at the grassroots in west China's Gansu Province in 1968 and stayed there until 1982 when he became a member of the Secretariat of the Communist Youth League of China Central Committee and president of the All-China Youth Federation.

Beginning in 1985, he was appointed, successively, secretary of the CPC Guizhou Provincial Committee and of the CPC Tibet Autonomous Regional Committee.

In 1992, 49-year-old Hu was elected member of the Standing Committee of the Political Bureau of the CPC Central Committee at the First Plenum of the 14th CPC Central Committee, which was then widely considered as an important step the CPC had taken toward generational transition of the central leadership.

From 1993 to the end of 2002, Hu was concurrently president of the Party School of the CPC Central Committee, which has been the training base for senior CPC cadres and backbones of theoretical studies over the past 70 years.

In September 1997, Hu was re-elected member of the Standing Committee of the Political Bureau of the CPC Central Committee at the First Plenum of the 15th CPC Central Committee.

Hu became vice-president of China in March 1998 and vice-chairman of the Central Military Commission in September 1999.

In November 2002, Hu was elected general secretary of the CPC Central Committee at the 16th National Congress of the CPC.

In March 2003, He was elected president of China at the First Session of the 10th National People's Congress, the top legislature of the country.

Hu and his wife Liu Yongqing were schoolmates at Qinghua University. The couple have a son and a daughter, who are also graduates of Qinghua University.

1959-1964: Student at the Water Conservancy Engineering Department of Tsinghua University.

1964-1965: Postgraduate and political instructor at the Water Conservancy Engineering Department of Tsinghua University.

1965-1968: Participated in R&D at the Water Conservancy Engineering Department of Tsinghua University and served as political instructor before the start of the "cultural revolution."

1968-1969: Worked with the housing construction team of Liujia Gorge Engineering Bureau, Ministry of Water Conservancy.

1969-1974: Technician and secretary of No. 813 Sub-Bureau, Fourth Engineering Bureau, Ministry of Water Conservancy and deputy-secretary of the general Party branch of the sub-bureau's head office.

1974-1975: Secretary of the Gansu Provincial Construction Committee (GPCC).

1975-1980: Deputy director of the design management division, GPCC.

1980-1982: Vice chairman of GPCC and secretary of the Gansu Provincial Committee of the Communist Youth League (Sept.1982-Dec.1982).

1982-1984: Secretary of the Secretariat of the Central Committee of the Communist Youth League of China, chairman of the All-China Youth Federation.

1984-1985: First secretary, Secretariat of the Central Committee of the Communist Youth League of China.

1985-1988: Secretary of the Guizhou Provincial Party Committee.

1988-1992: Secretary of the Party Committee of Tibet Autonomous Region.

1992-1993: Member of the Standing Committee of the Political Bureau of the CPC Central Committee, and member of the Secretariat of the CPC Central Committee.

He was made an additional vice chairman of the CPC Central Military Commission at the Fourth Plenary Session of the 15th CPC Central Committee. He was a member of the Standing Committee of the 6th National Committee of the Chinese People's Political Consultative Conference (CPPCC).

He succeeded Jiang Zemin as chairman of the CPC Central Military Commission at the Fourth Plenum of the 16th CPC Central Committee, which ended in Beijing Sept 19, 2004.
