The proof could be found by observing Boat People in America. They
don't vote, they don't contribute to political parties and they don't
fight for racism, job discrimination and police violence.
Instead they fight for frivolous causes such as hanging the BA Que
Flag on public building in circumstance whence minority flags are
required to be displayed, i.e., never.

El Chino will name General Nguyen Cao Ky a member for life of the
Peaceful Evolution Movement for a prosperous, fair and eventually free
Vietnam sometime around 2025.

Vietnamese with intellect now included Nguyen Cao Ky and the Politburo
of SRVN. They all agree that for Vietnam to enjoy election-based
Democracy, the existence of an important middle class is a
pre-requisite. This was what El Chino Conscience of Boat People
advocated in last 7 years.

This is not a license for the VCP to oppress and to Repress but to
use power wisely to maintain social order and economic development.
Modern technology such as electronic surveillance should be used to
control dissidents not jailing or house arrest. That is what the US
is using to control us, Americans.
