Is that legal, to deface currency like that? I remember a case in NH several years ago; the state liscense plate has the motto, "Live Free or Die", and a couple who disagreed with that, painted it over. They were fined by the state and more or less told, if they don't like it, move out. I was wondering if this is legally related.

It is illegal to deface US currency. Probably very difficult to find out the name of the low-life that did it, though. "Live Free or Die" can be the credo of any good patriot.

Doc, I am not sure about paper money and writing on it but, Coinage on the other hand has strict rules that go back to the days they were made of .999 silver and GOLD you can't trim, cut out or remove metal from a coin minted in the US and still use it for legal tender but, you can make it into Jewelry.
It would be my guess as long as you didn't deface or change the serial numbers and monetary amount the money would still be accepted as legal tender.
