President Bush Signs H.R. 2764 into Law



Today, I signed into law H.R. 2764, legislation that will fund the Federal Government within the reasonable and responsible spending levels I proposed -- without raising taxes and without the most objectionable policy changes considered by the Congress. This law provides a down payment for the resources our troops need, without arbitrary timelines for withdrawal. The Congress should quickly take action next year to provide the remainder of the funding needed by our troops.
I am disappointed in the way the Congress compiled this legislation, including abandoning the goal I set early this year to reduce the number and cost of earmarks by half. Instead, the Congress dropped into the bill nearly 9,800 earmarks that total more than $10 billion. These projects are not funded through a merit-based process and provide a vehicle for wasteful Government spending.
There is still more to be done to rein in Government spending. In February I will submit my budget proposal for fiscal year 2009, which will once again restrain spending, keep taxes low, and continue us on a path towards a balanced budget. I look forward to working with the Congress in the coming year to ensure taxpayer dollars are spent wisely.
Finally, this legislation contains certain provisions similar to those found in prior appropriations bills passed by the Congress that might be construed to be inconsistent with my Constitutional responsibilities. To avoid such potential infirmities, the executive branch will interpret and construe such provisions in the same manner as I have previously stated in regard to similar provisions.

Our support for our children (and Darrel, my own disabled veteran) is not just through service organizations and MWR.

I have never questioned your patriotism nor your service to OUR country.

Only your unfounded, blind faith in a President and an Administration that has for the past seven years seen fit to CONTINUALLY "underfund" the Veterans Administration (and our military as well in many instances---ie;--- inadequate or lack of proper equipment & suppiles, charging wounded soldiers for their meals while hospitalized, attempting to recoup re-enlistment "bonuses" from soldiers wounded in combat and unable to complete their tours, the "debacle" at Walter Reed, multiple "extended" tours of duty---and on, and on, and on!)----just to mention allowing the backlog of "cases pending" for disability awards at the VA to deserving veterans to explode into the WORST it has EVER BEEN! The horror stories of deserving veterans having to wait for sometimes MORE than a year to get an appointment at VA clinics & hospitals along with many veterans DIEING while waiting for a decision on their disability claims is nothing short of DESPICABLE!----

These are F-A-C-T-S that cannot be disputed nor undone by any amount of "rhetoric" or "LIES" being diseminated by this administration, nor anyone who STILL supports them.

BTW---------I notice that your 'post" which includes the letter from the "Pres" regarding H.R. 2764 does NOT indicate that he (babyBush) will in fact "release" the additional $3.7 billion in funds so desparetely needed at the VA?

So then, are you categorically stating that these "funds" are NOT needed at the VA when ALL the experts (every single one of the military service organizations as well as many private and public health institutions) agree it IS!

And, this should release the President of his obligation(s) to "support the troops" and/or the veterans of this country, because of "BUDGET CONSTRAINTS"?

Where the hell was his CONCERN over "BUDGET CONSTRAINTS" when the Republican Congress was running UP the DEFICIT with THEIR "Budget earmarks" to RECORD LEVELS these past six years---HUH????????????

He NEVER-----not ONE SINGLE TIME!-----EVER!-----"VETOED" any of the "OVERSPENDING" and "EARMRKS" that were sent up to him for his signature by the Republican controlled Congress while THEY were OUT-SPENDING anything proposed by any ONE single Democratic controlled Congress in our nations history (INCLUDING "earmarks" on a percentage and/or total budget basis---)!
