Default Help me identify this, please.

I've had this in my "oddball cartridge" collection for about 30 years.

I'm guessing this is some kind of ammunition since it appears to have a primer in the base.

Around the primer are four holes at 90 degree intervals.

Body appears to be steel or stainless steel.

Diameter: .492 inches

LOA: 1.484 inches

Is this a collectible item?

Col Murph? Anyone?
