Coast Guard Would Play a Role in DoD's North Korea Contingency Plan

It's well known that the United States has a detailed plan for deploying military force in response to North Korean aggression if such action is required, though few details have been made known. But the commandant of the Coast Guard offered a small peek behind the curtain this week, saying the Coast Guard had a specific part to play.

"We are written into the campaign plans for North Korea," Adm. Paul Zukunft said this week in an interview with Military.com at the Coast Guard's Washington, D.C. headquarters. "So I've got a force identified; if called upon, it must be ready to carry out that mission as well."

North Korea's aggressive missile testing this year, including unprecedented tests with intercontinental ballistic missiles, has caused global consternation.

President Donald Trump and other U.S. leaders have said repeatedly that "all options are on the table" when it comes to defending against a North Korean threat, although officials have stressed they continue to lean on traditional tools, such as sanctions and diplomacy with China, North Korea's sole ally. Reuters reported earlier this year that the United States was also quietly pursuing direct diplomacy with North Korea.

However, military contingency plans regarding North Korea date back decades. The United States and South Korea collaborated in 2008 to develop OPLAN 5029, a document the laid out a military plan of action in the event that the North Korean regime collapsed due to a coup, revolution, or external factor such as a national disaster.

Predating that is OPLAN 5027, another joint plan dating to the 1970s that plots a course of action in case of North Korean invasion.

Most recent is OPLAN 5015, developed in 2015, which reportedly sketches out, among other things, the possibility of a preemptive strike on North Korea.

All military contingency plans regarding North Korea are classified, and Zukunft said he could provide few additional details about the Coast Guard's prospective role in a North Korea campaign.

"Most plans are written to ask for everything and we've got a lot more going on in the world than just the [Democratic People's Republic of Korea] right now," he said. "...But we've got ships, planes, port security units that are written into these campaign plans."

The revelation highlights the comprehensive nature of military planning regarding North Korea. The Coast Guard, while a military service, falls under the Department of Homeland Security. While the service has played a role in major combat efforts including the wars in Iraq and Afghanistan, its primary missions focus on non-combat operations, including drug interdiction and maritime law enforcement. It has been early on the scene in a combat mission in the past, however; in January 2003 the Coast Guard sent eight cutters to the Persian Gulf to provide port and waterway security ahead of the Iraq invasion.

Zukunft said the Coast Guard stood ready, although a North Korea mission would require the service to sideline some other efforts.

"They're already doing current-day missions," he said, of the elements identified for action. "I have no force in garrison. We will have to stop doing something else if we have a much bigger away game in support of a military campaign."

North Korea’s unpredictable leader Kim Jong-un has many ways of making war upon his neighbors. He can unleash commandos, or cyberweapons, or threaten to utilize weapons of mass destruction unless the world complies with his wishes.

Whether Kim Jong-un will live to see the results is another matter.

He might be assassinated by U.S. and South Korean special forces, or buried in his bunker by a bunker-buster bomb. Other smart bombs might take out his command posts and nuclear facilities. The authoritarian state of North Korea could become a state without authority, its leadership decapitated by precisely targeted strikes.

Or at least that seems to be America’s plan for fighting the next Korean War. And with North Korea conducting a new wave of ballistic missile tests, and U.S and South Korean forces practicing how to destroy North Korean nuclear sites, that plan is becoming more relevant.

Exactly what U.S. Operations Plan 5015 (OPLAN 5015) entails is classified. Fragments have been reported in the Japanese and South Korean press. But what details have emerged indicate that in 2015, a new approach was taken toward the old problem of how to fight a bellicose North Korea and its huge arsenal of conventional and unconventional weapons.

For years, the expectation had been that a second Korean War would resemble with the first, a big-unit conventional war with U.S. and South Korean forces first stopping the enemy and then counterattacking into North Korea. But OPLAN 5015 reportedly takes a more twenty-first century approach of limited war, special forces and precision weapons. Japan’s Asahi Shimbun newspaper reported in 2015 that the plan resembled guerrilla warfare, with special forces assassinations and targeted attacks on key facilities. The goal was to consolidate several older war plans, minimize casualties in a war and even prepare for the possibility that the North Korean regime might collapse.

Most important, OPLAN 5015 envisaged the possibility of a preemptive strike against North Korea.

“The new plan was said to adapt to changes in the security environment by focusing on making a swifter and more energetic military response than the previous OPLAN 5027, incorporating the concept of a preemptive strike,” according to Globalsecurity.org. With North Korea’s localized provocations becoming more frequent, there was an increasing risk of escalation. OPLAN 5015 articulated ways to respond to these threats with U.S.-ROK combined forces and, in the event of escalation, to respond to the threat of North Korea’s missiles and nuclear weapons.

Echoes of this can be seen in the current U.S.-South Korean exercises, designated Foal Eagle 2017, which will involve more than 300,000 personnel for two months of live and computer-simulated training. Citing Korea’s Yonhap news agency, the Washington Post reported that “the joint forces will also run through their new ‘4D’ operational plan, which details the allies’ preemptive military operations to detect, disrupt, destroy and defend against North Korea’s nuclear and missile arsenal.”

The question is how much stock to put in OPLAN 5015. David Maxwell, a retired U.S. Army Special Forces colonel who now teaches at Georgetown University’s Center for Security Studies, warns against taking OPLAN 5015 too literally. “My recommendation is not to try to read too much into the plans,” he tells the National Interest.

Military planners are by nature worst case planners but they also plan to provide multiple options to national decision makers for responding to crisis based on the mostly likely enemy course of action to the most dangerous enemy course of action. While there is likely Option A, B and C for every contingency, often what gets executed is Option D that is developed from A, B and C and the actual assessment of enemy actions.

As Globalsecurity.org noted,

Although the new plan reportedly focused not on a full-blown war but on limited warfare, a preemptive strike can escalate from a small skirmish into a large-scale war. It is hard to understand how the Korean troops would play a leading role while should a war start, Korea would not have military operational control. If that meant Korean soldiers would mostly engage in ground warfare while the US military provided naval and aerial support as some experts alleged, some South Koreans said the plan needed to be reconsidered.

Then there are the political questions, especially for those nations who will actually the bear the brunt of a North Korean attack. South Korean lawmakers were furious in 2015 when their government balked at telling them details of OPLAN 5015.

“Although the new scheme reportedly focuses not on a full-blown war but on limited warfare, a preemptive strike can escalate—unnecessarily and disastrously—in what could go from being a small skirmish into a large-scale war,” complained an editorial in The Korea Times.

It is also hard to understand how the Korean troops would be able to play a leading role while everyone knows here that should a war start, Korea will not have military operational control. If that possibly means Korean soldiers will mostly engage in ground warfare while the U.S. military provides naval and aerial support as some experts allege, the plan needs to be reconsidered.

Pyongyang, 7 March (Korean Central News Agency) — The National Defence
Commission of the DPRK issued a statement on Monday, 7 March 2016, in
connection with the fact that the US imperialists and south Korean puppet forces
decided to kick off the largest-ever joint military exercises, Key Resolve and Foal
Eagle 16.

They are claiming that the joint military exercises amount to “a crucial
pressure” pursuant to the unreasonable United Nations “resolution on sanctions”
faked by them under the groundless pretext of the DPRK self-defensive first
H-bomb test and its legitimate launch of earth observation satellite
Kwangmyongsong-4.

The enemies, seized with extreme frenzy for invading the north, threw off
even the deceptive mask “annual” and “defensive ones”.

The situation is getting ever more serious, as the enemies decided to stage the
Key Resolve and Foal Eagle 16 joint military exercises by way of fighting an actual
war involving the thrice-cursed “beheading operation” aimed to remove the supreme
headquarters of the DPRK and “bring down its social system” pursuant to the
extremely adventurous Operations Plan (OPLAN) 5015.

The statement solemnly clarified the following principled stand as regards the
fact that the prevailing situation has reached a dangerous phase which should not be
overlooked any longer:

1. The army and people of the DPRK will launch an all-out offensive to
decisively counter the US and its followers’ hysteric nuclear war moves to plunge
the space of the existence of the DPRK into a nuclear disaster, not content with
wantonly encroaching upon the sovereignty and security of the dignified DPRK.
The tragedy is that the US and its followers have not yet realized how the
illegal and outrageous “sanctions” make this land boil like a crucible of battle for
wiping out the enemies and into what great fury their war frenzy for invading the
north with nuclear threats is lashing all the service personnel and people of the
DPRK.

As the enemies are foolishly resorting to military means, including a nuclear
attack on the DPRK, all its service personnel and people will turn out in the general
offensive to fully demonstrate tremendous military muscle with nuclear force as
pivot which they have built under the slogan of wiping out the US imperialists and
their lackeys to the last man.

2. The army and people of the DPRK will take military counteraction for a
pre-emptive attack so that they may deal merciless deadly blows at the enemies
under this grave situation, where they are working with bloodshot eyes to infringe
upon the dignity, sovereignty and vital rights of the DPRK.

We have the Juche-based mode of military counteraction to defend this
socialist country as firm as a rock from any aggression and war in the world.

As the joint military exercises to be staged by the enemies are regarded as the
most undisguised nuclear war drills aimed to infringe upon the sovereignty of the
DPRK, its military counteraction will be a more pre-emptive and offensive nuclear
strike to cope with them.

The indiscriminate nuclear strike to be made by the DPRK will clearly show
those keen on aggression and war the military mettle of Juche Korea.

A pre-emptive nuclear strike of justice is to be made in the order specified by
the Supreme Command of the Korean People’s Army in its crucial statement.

3. If the enemies dare kick off even the slightest military action while
vociferating about the “beheading operation” aimed to remove the supreme
headquarters of the DPRK and “bring down its social system”, its army and people
will not miss the opportunity, but realize the greatest desire of the Korean nation
through a sacred war of justice for reunification.

We have a military operation plan, of our style, to liberate south Korea and
strike the US mainland, ratified by our dignified supreme headquarters.

Pursuant to it, offensive means have been deployed to put major strike targets
in the operation theatres of south Korea within firing range, and the powerful
nuclear strike means targeting the US imperialist aggressor forces’ bases in the
Asia-Pacific region and the US mainland are always ready to fire.

If we push the buttons to annihilate the enemies even right now, all bases of
provocation will be reduced to seas of flame and ashes in a moment, and the US
imperialists’ nuclear strategic means on which the puppet forces depend as
“saviours” will turn into piles of scrap iron, whether they are in the air, sea or land.

Time will prove how the crime-woven history of the US imperialists who have
grown corpulent through aggression and war will come to an end and how the Park
Geun-Hye group’s disgraceful remaining days will meet a miserable doom, as it is
keen on confrontation with its fellow countrymen in the north.

The army and people of the DPRK will make the gunfire of provocateurs in
the reckless war of aggression sound as a sad dirge.

Statement issued by a spokesperson for the Ministry of Foreign
Affairs of the Democratic People’s Republic of Korea

Pyongyang, 6 March (Korean Central News Agency) — A spokesman for the DPRK
Foreign Ministry issued a statement on Sunday, 6 March 2016, denouncing the US
and south Korean puppet forces for mulling kicking off the Key Resolve and Foal
Eagle 16 joint military exercises on 7 March.

The US is working hard to turn the Korean Peninsula into a theatre of war, not
content with slapping its unreasonable “sanctions” against the DPRK over its
self-defensive H-bomb test and satellite launch for peaceful purposes, the statement
said, and went on:

What should not be overlooked is the fact that the US is openly crying out for
examining the feasibility of the “beheading operation” and “high-density strike”
through joint military drills which would involve forces huge enough to fight a war.
This clearly indicates that the projected joint military drills are dangerous war
rehearsals which fully reveal their aggressive nature after discarding such cloak as
“annual” and “defensive” that has been employed by the US in a trite method.

The DPRK can never remain a passive onlooker to the US desperate moves to
ignite a war of aggression by increasing the danger to extremes in the Korean
Peninsula.

In case a war breaks out on this land, it will neither be limited to the peninsula
nor will it be a conventional war.

No-one can vouch that the do-or-die confrontation between the DPRK and the
US will not spill over to a global thermonuclear war.

The DPRK will completely turn its mode of military counteraction against the
enemy into that of a pre-emptive attack, as the situation has reached an
uncontrollably grave phase.

A decisive pre-emptive attack is the only way for the DPRK to beat back a
sudden, surprise attack by the US ultra-modern military hardware and special units
and protect itself, as its strategic depth is not long.

It is a quite natural exercise of the right to self-defence for the DPRK to mount
a pre-emptive attack as its counteraction, as the US poses an extreme nuclear threat
to it after introducing nuclear weapons into south Korea and designating it as part of
an “axis of evil” and target of a pre-emptive nuclear strike since long before it had
access to nuclear weapons.

If a war breaks out in the peninsula, the US will be held accountable for
igniting the war by mobilizing strategic means and war hardware, regardless of who
mounted a pre-emptive attack.
