"Immediately after the U S forces left Vietnam and the draft ended, many male enlistees were high school dropouts who scored low on the Armed Forces Qualification Test. WAC enlistees during the same period scored high on the tests and their education level was high. The woman's statistics thus raised the overall averages. In February 1976, Senator Birch Bayh of Indiana introduced a bill (S.3003) to require that mental and educational qualifications for enlistment be the same for men and women. Secretary of Defense Donald H. Rumsfeld objected to the legislation because it would remove the flexibility of the services to modify mental, physical, educational, and other standards to select the best available men and women based on recruiting MARKET CONDITIONS. The bill did not leave the Senate Armed Services Committee!" this account is from Col Bettie Mordens Historical account published by the U S Center for Military History.
Some people do not remember Rumsfeld then. I do because he boasted how the women allowed him two men for every woman he recruited. Ever notice his attitude with women? I do.
It was also quoted of him during that time that he said he didn't give a damn about what the constitution said about women. Don't know how true but it was well spread.
