German Defense Sec'y: Reduce Force to 163,500

BONN - German defense secretary Karl-Theodor zu Guttenberg laid out five options for reshaping the country's military Aug. 23, saying the one he favored would shrink the 252,000-person force to 163,500 troops, including 7,500 voluntary enlisted personnel and no conscripts.
