Sign up here. For the second time this week, Sacramento officials discovered a high-voltage tower missing several bolts, FBI Special Agent Karen Ernst said Thursday. Thursday's finding brings to 10 the number of sabotaged towers found in Oregon, Washington and California since Oct. 20. Officials are asking the public's help in finding Michael Devlyn Poulin, 62, who is wanted in connection with the removal or loosening of bolts from a power line tower near Anderson on Oct. 20. Although the Spokane, Wash., resident has not been positively identified in the other incidents, the FBI would like to talk to him, Ernst said. "We are certainly not prepared to go out and make the connections," Ernst said. "We are not saying he is responsible for all these, but we would like to question him." The latest discovery came Thursday afternoon in Elk Grove, when bolts were discovered missing from three of the four legs of a Western Area Power Administration power line transmission tower at Waterman Road, near Elk Grove Boulevard. Earlier this week, Sacramento Municipal Utility District workers discovered that a Pacific Gas and Electric Co. tower was missing bolts on Bicentennial Circle near Howe Avenue. In both those cases, officials are uncertain when the vandalism occurred, Ernst said. Sacramento FBI officials are investigating possible connections Poulin may have to the Sacramento area. He was last seen Wednesday in Eugene, Ore. Poulin is described as white, 5-foot-11, 250 pounds, with black and gray hair and beard, brown eyes and wearing wire rim glasses. He may be driving a gray 1997 Toyota T100 pickup truck with a white camper shell and Washington state license plate A36457P. However, officials believe Poulin might have replaced the license plate. Similar cases have occurred in Benton City, Wash., and near the Oregon towns of The Dalles, McNary, Madras and Klamath Falls. The Bonneville Power Administration, which operates all the Oregon towers except Klamath Falls is offering a $25,000 reward for information leading to the arrest and conviction of those responsible for damaging the towers. Anyone with information is asked to call the nearest FBI office. In Sacramento that number is (916) 481-9110.
