Yep!

The German were unbelieveably close to having the RAF whipped, and then switched to bombing cities.

Who made that decision anyway? Hitler or Göring?

Hitler. the movie points out an accidental bombing of London. the Brits retaliate by hitting Berlin. and that changed the Targets. in addition to giving the RAF a badly needed break to rearm and resupply, the German Fighters only had about 10 mins over London because of fuel restrictions. so the bombers had no protection on the way home. they were easy prey. BTY the Heinkel's and Stuka's had little armour so they came apart easily when attacked.
also Hitler ordered to equip the Stuka with a screaming siren that made the sound of its dive far more frightening, giving it a greatly enhanced psychological effect which terrorized enemy civilians and soldiers alike, including some anti-aircraft gunners who could fire at it and did not. well if it worked..............

Yep!

That siren was used to great effect during the attacks on Poland in 1939.
