I ask you now to turn away from the bogus bonus smokescreen over $165 million in taxpayer-backed compensation packages for AIG employees. It is a pittance compared to the gargantuan spending spree happening right under our noses. The AIG bonus price tag amounts to one-tenth of one percent of the total AIG giveaway ($85 billion in September, $37.8 billion in October; $40 billion in November; $30 billion in early March, which took place with the assent of a Republican administration, a Democrat administration, and the congressional leadership of both parties.

Taxpayers might be less skeptical of the born-again guardians of fiscal responsibility if these evangelists were actually practicing what they preached. While the Obama administration now issues impassioned calls to stop rewarding failure, they moved Thursday to dump another $5 billion into the failing auto industry. That’s on top of the Thursday announcement by the Federal Reserve to print up $1 trillion to buy up Treasury bonds and mortgage securities sold by the government — that no one else wants to buy.

Financial blogger Barry Ritholtz tallied up $8.5 trillion in bailout costs by December 2008 between the Federal Reserve, FDIC, Treasury, and Federal Housing Administration rescues (not including the $5.2 trillion in Fannie/Freddie portfolios that the US taxpayer is now also explicitly responsible for.) Then there’s the (at least) $50 billion proposed by Treasury Secretary Tim Geithner in February to bail out home owners and lenders who made bad home loan decisions, which would be just a small sliver of the $2.5 trillion he wants to spend on the next big banking bailout, which would draw on the second $350 billion of the TARP package over which an increasing number of Chicken Little lawmakers are having buyer’s remorse.

Phew. We’re not done yet. Also on Thursday: As AIG-bashing lawmakers inveighed against wasted taxpayer funds and lamented the lack of accountability and rush to judgment that led to passage of the porkulus bill that mysteriously protected the bonuses, the Senate quietly passed a $10 billion lands bill stuffed with earmarks and immunized from amendments. GOP Sen. Tom Coburn, fiscal conservative loner, pointed out that none of the provisions for special-interest pork projects — including $3.5 million in spending for a birthday bash celebrating the city of St. Augustine, Florida — were subject to public hearings. That’s on top of the pork-stuffed $410 billion spending bill passed two weeks ago.

Oh, and did I mention that the House passed a $6 billion volunteerism bill (the “GIVE Act”) (H.R.1388) on Wednesday to provide yet another pipeline to left-wing advocacy groups under the guise of encouraging national service?

Also coming down the pike: The Obama administration’s “cap-and-trade” global warming plan, which Hill staffers learned this week could cost close to $2 trillion (nearly three times the White House’s initial estimate.) and the administration’s universal health care scheme, which health policy experts reported this week could cost about $1.5 trillion over the next decade.

It is no wonder that when earlier this week Vice President Joe Biden told local officials in Washington this week that he was “serious, absolutely serious” about policing wasteful porkulus spending in Washington (price tag: $800 billion not including interest), he was met with the only rational response his audience could muster:

H.R. 1388 (The G.I.V.E. Act) MANDATORY National Service Bill PASSES in House!... Now Goes to Senate

The House passed a bill yesterday which includes disturbing language indicating young people will be forced to undertake mandatory national service programs as fears about President Barack Obama’s promised “civilian national security force” intensify. ~ Talking Back
The Generations Invigorating Volunteerism and Education Act, known as the GIVE Act, was passed yesterday by a 321-105 margin and now goes to the Senate.
Under section 6104 of the bill, entitled “Duties,” in subsection B6, the legislation states that a commission will be set up to investigate, “Whether a workable, fair, and reasonable mandatory service requirement for all able young people could be developed, and how such a requirement could be implemented in a manner that would strengthen the social fabric of the Nation and overcome civic challenges by bringing together people from diverse economic, ethnic, and educational backgrounds.”
Section 120 of the bill also discusses the “Youth Engagement Zone Program” and states that “service learning” will be “a mandatory part of the curriculum in all of the secondary schools served by the local educational agency.”
“The legislation, slated to cost $6 billion over five years, would create 175,000 “new service opportunities” under AmeriCorps, bringing the number of participants in the national volunteer program to 250,000. It would also create additional “corps” to expand the reach of volunteerism into new sectors, including a Clean Energy Corps, Education Corps, Healthy Futures Corps and Veterans Service Corps, and it expands the National Civilian Community Corps to focus on additional areas like disaster relief and energy conservation,” reports Fox News.
The Senate is also considering a similar piece of legislation known as the “Serve America Act,” which also includes language about “Youth Engagement Zones”.
Fears about Obama’s plans to create involuntary servitude were first stoked in July 2008, when Obama told a rally in Colorado Springs, “We cannot continue to rely on our military in order to achieve the national security objectives we’ve set. We’ve got to have a civilian national security force that is just as powerful, just as strong, just as well funded.”

Despite denials that Obama plans to institute a mandatory program of national service, his original change.gov website stated that Americans would be “required” to complete “50 hours of community service in middle school and high school and 100 hours of community service in college every year”. The text was only later changed to state that Americans would be “encouraged” to undertake such programs.
In addition, Obama’s Chief of Staff, Rahm Emanuel, publicly stated his intention to help create “universal civil defense training” in 2006.
“The bill’s opponents — and there are only a few in Congress — say it could cram ideology down the throats of young “volunteers,” many of whom could be forced into service since the bill creates a “Congressional Commission on Civic Service,” reports Fox.
“We contribute our time and money under no government coercion on a scale the rest of the world doesn’t emulate and probably can’t imagine,” said Luke Sheahan, contributing editor for the Family Security Foundation. “The idea that government should order its people to perform acts of charity is contrary to the idea of charity and it removes the responsibility for charity from the people to the government, destroying private initiative.”
Lee Cary of the conservative American Thinker warns that Obama’s agenda is to, “tap into the already active volunteerism of millions of Americans and recruit them to become cogs in a gigantic government machine grinding out his social re-engineering agenda.”
CFR luminary Gary Hart hit back at critics, claiming in a Huffington Post piece that, “Resistance to expanded public service programs can be expected from the ideologically sclerotic, those who occupy the negative ground between government as the problem and government as our enemy.”

Senate looks into expanding AmeriCorps

WASHINGTON (AP) — The Senate agreed Monday to take up legislation to triple the size of the AmeriCorps program and open up opportunities for more people to serve their communities.

Lawmakers voted 74-14 to move to the legislation that would expand AmeriCorps from its current 75,000 positions to 250,000 over the course of eight years. Sixty votes were needed to bring the bill to the floor. The measure is expected to come up for a final vote in the Senate sometime this week.

Sen. Edward M. Kennedy, D-Mass., who is being treated for brain cancer, made a rare appearance on the Senate floor to vote for the bill that he co-sponsored with Sen. Orrin Hatch, R-Utah.

The legislation would also create five groups to help poor people, improve education, encourage energy efficiency, strengthen access to health care and assist veterans.

Sen. Barbara Mikulski, a Maryland Democrat, said the proposal is an investment that "will pay dividends long beyond anything that we can imagine."

The House last week passed a similar bill to add 175,000 participants to AmeriCorps and other national service programs. President Barack Obama backs the legislation and has said he is eager for Congress to pass a bill so he can sign it.

Both bills would set up a fund to help nonprofit organizations recruit more volunteers and establish a Summer of Service program for middle and high school students, who would earn a $500 education award. Each measure would also create fellowships for older people who get involved in public service. Both would also increase the education awards of AmeriCorps participants, whose work ranges from teaching young people to responding to disasters.

After completing their service, AmeriCorps participants can receive up to $4,725 to help pay for college or pay off student loans. The Senate and House bills would increase that award to $5,350 and require that it match any future increases in Pell Grant scholarships. Unlike the House bill, the Senate version would allow older AmeriCorps members to transfer their education awards to their children or grandchildren.

Some AmeriCorps participants get a living stipend while they are working for 10 to 12 months. The stipend ranges from $11,400 to $22,800 for the year. Most participants, who are predominantly 18 to 26, get $11,800.

The Senate measure is slated to cost $5.7 billion over five years, while the House version is an estimated $6 billion over five years. Obama's proposed budget for next year calls for more than $1.1 billion for national service programs, an increase of more than $210 million.
