Va Procedural Question - No One In Particular Referenced?

Do the same laws and codes of conduct apply to the Veterans Administration (top to bottom) as applies to the veteran seeking benefits?

For instance, a Form 119 (Report of Contact) is supposed to be filled out every time that the VA has contact with the veteran claimant. However, and like other mandates that the veteran him (or her) self (ie: tolling etc) are rigidly held to, and to the letter at that, apparently a far less rigid interpretation is applied to the VA, and by the VA to itself!

According to all regulations that I have been privy to, including the Bailey v West decision etc., this constitutes ?Gross Misconduct on the part of the VA!!?

The cavalier attitude portrayed by the VA when they screw-up is one of ?SO WHAT?, as compared to the fatal destruction of a claim for benefits should the veteran err, even due to any intentionally (or unintentionally) destructive actions perpetrated by the VA, or employees there of!

It is my opinion, that any VA employee, top to bottom, who engages in misleading his peers, lying to, or otherwise damaging a veterans claim for benefits, as well as lying under oath, collusion and/or internal conspiracy, should and must be ferreted out, nationally exposed, fired with loss of all benefits, and criminally prosecuted for this, the foulest of all betrayals! As should ?ALL? within his organization who had any part in this type of filthy deception!

All rats are eventually snared, unfortunately for the hurting veterans, however, the damage done by such vermin is often fatal! The destruction of the souls of those who take great pleasure and profit from beating (with the help of unlimited resources) deserving veterans, is (in my opinion) terminal-infinitum!

The betrayal of any veteran by his peer(s) is as vile a deed as one can engage in and still have the audacity to call itself a human being!! (OPINION)
