Impending Iran Arms Embargo Lapse Will Be 'Day of U.S. Defeat,' Official Says Amid New Sanctions

An Iranian foreign ministry spokesperson has said that the lifting of an international arms embargo on Tehran on October 18 will represent a day of American defeat, even as the regime grapples with fresh U.S. financial sanctions.

Foreign ministry spokesperson Saeed Khatibzadeh told journalists at his weekly press conference on Monday that the arms embargo—introduced as part of the 2015 Joint Comprehensive Plan of Action, also known as the "Iran Nuclear Deal"—will expire as planned, despite American efforts to extend it.

Khatibzadeh told reporters that October 18 will be "the day of U.S. defeat," according to state-run IRNA.

President Donald Trump's administration failed to garner United Nations Security Council support to extend the embargo, and also failed to win backing to re-implement UN sanctions on Tehran via a snapback mechanism in the JCPOA, which Trump withdrew from in 2018.

The Trump administration has wanted that lifting the embargo will allow Iran to send weapons to its regional allies, including proxy forces waging asymmetric wars against the U.S. and its allies in Iraq, Syria, Lebanon and Yemen.

Iranian leaders have claimed these defeats as evidence of American isolation on the world stage, as the Trump administration pushes ahead with its "maximum pressure" campaign to throttle the Iranian economy and eventually force its leaders to negotiate a new, more restrictive nuclear deal.

"There are some anti-Iran groups in Washington that make every effort to extend the embargo; they continue this struggle to spark psychological warfare against the Iranian nation," Khatibzadeh said Monday. "However, Iran has proved that it moves forward with patience and calculation."

The arms embargo's lifting may be imminent, but Iran's crippled economy is now facing a new round of American sanctions that will effectively shut the country out of the international financial system, blacklisting 18 banks that had previously been exempted.

Critics of the sanctions warned the new measures would further undermine humanitarian and medical shipments needed to fight the COVID-19 pandemic, though American officials again noted that humanitarian and medical imports are exempt from restrictions.

Opponents, however, say that targeting Iranian banks means the regime cannot access the money required to facilitate humanitarian aid, the sanctions thus indirectly undermining the health care sector and punishing in-need Iranians.

Iranian foreign minister Javad Zarif wrote on Twitter: "Amid Covid19 pandemic, U.S. regime wants to blow up our remaining channels to pay for food & medicine." He described the fresh sanctions as "a crime against humanity" and vowed that all those involved will "face justice."

Iranian leaders have repeatedly called on the international community to push back against American sanctions, while also claiming the country can survive and prosper despite the U.S. campaign.

The Iranian regime is hoping to hold out until the U.S. presidential election, when former Vice President and Democratic nominee Joe Biden may unseat Trump. Biden has said he hopes to re-join the JCPOA and may offer an easing of sanctions as a goodwill measure.

But experts have warned that even if Trump loses, he will still have two months in office to escalate his Iran strategy. This could include military action—whether conventional or covert—or more sanctions.
