Cuba
It is time to lift the embargo on Cuba. Jesse Helms is out of the Senate and Cuba has long since stopped being a threat to the US or to any other nation in the Western Hemisphere. While we are at it, we should return Guantanamo Bay to them. It serves no purpose except to keep the IRS busy collecting your taxes to support it.

Keep It
I kinda like the idea of keeping Gitmo, a fine place to confine the undeclared combatants while we persuade them to tell us their secrets. If you're looking for a $$ saving idea, how 'bout advocating the withdrawal of troops from Germany?
