Joint Service Lightweight
The Joint Service Lightweight Integrated Suit Technology or JSLIST consists of a two piece garment designed to replace the Navy's existing Chemical Protection Overgarment (CPO). The JSLIST garment offers a number of advantages over the Navy' s current CPO. The JSLIST garment features state-of-the-art chemical protective lining technology which provides increased chemical protection while allowing more mobility for the wearer, and can be laundered up to three times. The CPO suit contains a charcoal impregnated lining. During wear, this lining is leached onto the wearer causing inner garments to become coated with charcoal dust. The CPO suit would disintegrate if laundered.
In 1993 the U.S. Marine Corps Systems Command, the U.S. Army Aviation and Troop Command, the U.S. Naval Sea Systems Command and the U.S. Air Force Material Command signed a Memorandum of Agreement establishing the JSLIST Program. The program combined development and testing efforts resulting in the procurement of a single U.S. military CBR Garment at a significantly reduced cost.
The U.S. Army Natick Soldier Systems Center is participating in the management, design and development of the next generation chemical/biological protective clothing system. Key requirements of the JSLIST program included protection against chemical/biological agents, a lighter weight, more flexible garment, and the ability to be laundered. Key requirements of the footwear include combined environmental and CB protection, POL resistance, and self flame extinguishing characteristics. In addition, the system is required to be durable, designed to take into account the human factors of (and acceptability to) the user, and reduce the heat stress associated with protective gear.
JSLIST consolidates service programs to develop next generation chemical/biological protective clothing systems into common goal objectives: obtain the best suit possible at the least cost; minimize types of suits in service; maximize economies of scale; and conserve service resources. JSLIST created an avenue for new, potential candidate chemical protective material technologies/prototype ensembles to be evaluated for technical merit and performance. This process screened potential technologies for inclusion into future advanced development programs.

The overgarment consists of a coat and trousers. The trousers have bellows-type pockets, high-waist, adjustable suspenders, and adjustable waistband. The trousers also have a slide fastener front opening with protective flap and a bellows pocket with flap located on each thigh. Each leg opening has two hook and loop ankle adjustment tabs. The waist-length coat has an integral hood, a slide fastener front concealed by a flap with hook and loop closure, enclosed extendable elasticized drawcord hem with jacket retention cord, full-length sleeves with hoop and loop wrist closure adjustment tabs, and an outside bellows pocket with flap on the left sleeve. The outer shell of both pieces is a 50/50 nylon/cotton poplin ripstop with a durable water repellent finish. The liner layer consists of a nonwoven front laminated to activated carbon spheres and bonded to a tricot knit back. Garments are being procured in 4-color Woodland Camouflage or 3-color Desert Camouflage patterns.

The JSLIST suit has a five-year shelf life, with an estimated total life of 15 years. Once a production lot of suits has reached five years of age, samples from that lot are visually inspected and chemical agent tested to determine whether the shelf life of that lot should be extended an additional five years with sound confidence of quality / durability. Once the suit reaches ten years of service life it is chemical tested, inspected, and if qualified, is extended annually thereafter. Equipment Assessment Program personnel will perform the visual inspection. The chemical testing will be performed by the Battelle Memorial Institute. Inspection and testing of the JSLIST suits will begin in FY02 (first five year period) for shelf life extension. Representative samples from FY97 production lots will be inspected at that time.
JSLIST suits in packages with some loss of vacuum, but no clearly visible holes or tears, are considered fully mission-capable. If a bag is opened or accidentally torn, and has not been exposed to any petroleum, oil, or lubricant (POL) products or possible contaminants and not damaged in any way, it can be immediately re-packaged or carefully repaired with high quality adhesive tape, "duct tape", or some similar product to re-create the seal, and it will maintain its original shelf life. Repair procedures to the inner bag should not obliterate surveillance data. If a package is visibly torn or punctured with no determination as to when it was damaged or to what contaminants the suit was exposed, the suit should be used for training only. The words training only must be stenciled 2.5 inches high or larger on the outside of a sleeve or leg of the item, in a contrasting colored permanent ink.

The focus of Joint Service Lightweight Integrated Suit Technology Pre-Planned Product Improvement (JSLIST P3I) is to leverage Industry for mature fabric technologies for use in garments. The existing JSLIST design will be used as the baseline, with minimum modification as necessary for improvement. Mature fabric technologies and designs for gloves and socks will be sought as well to address the glove and sock requirements that were not met in JSLIST.
A market survey was conducted in FY97. Materials received from responding forms were evaluated, and material screening was scheduled to be completed in 4FQ98. Field evaluation was projected to start 1QFY99, and technology insertion in 1QFY00.
The JSLIST P3I is a follow-on to the existing JSLIST program which developed a joint service chemical protective ensemble. It will address the JSLIST objectives (i.e. desired) requirements and those that were not met. This joint program will include full participation by the US Air Force, Army, Marine Corps, and Navy.
The JSLIST Block 1 Glove Upgrade (JB1GU) Program is seeking an interim glove to replace the current butyl rubber glove. The follow on to the JB1GU will be the JB2GU program that will be produce gloves for both ground and aviation units. The Joint Protective Aircrew Ensemble (JPACE) will be developed to provide aviators with the same advantages and improved protection as JSLIST provides to other warfighters. Similarly, clothing systems for Explosive Ordnance Disposal (EOD) personnel and firefighters are required to enhance existing chemical protection systems.
In an attempt to encourage competition and lower costs, the Joint Service Lightweight Integrated Suit Technology (JSLIST) program solicited in 4QFY00 for JSLIST overgarments in alternate materials, but having the exact same design as the original JSLIST. The purpose of the JSLIST Additional Source Qualification (JASQ) program is to qualify additional manufacturers to provide JSLIST overgarments. Manufacturers could also submit Industry Initiated Demonstration Products (IIDP) in alternate materials that might require a different design. These though will be evaluated for potential use in future garments and can not be qualified for use as a substitute JSLIST overgarment. After release of Request for Proposal in FY00, four candidate materials and two IIDP candidates were received. All have completed field-testing at 29 Palms, Cold Regions Test Center, and Tropic Test Center 4QFY01 – 2QFY02. Due to funding shortfalls, chemical agent swatch testing has been postponed until 1QFY03. Upon completion of agent testing, the candidates will be evaluated for inclusion on the Qualified Products List (QPL).
Suit shortages are projected to escalate in the next few years because the majority of suits in the current inventory will reach the end of their useful life and expire by 2007, and new Joint Service Lightweight Integrated Suit Technology (JSLIST) suits, along with other new generation protective ensemble components such as gloves and boots, are not entering the inventory as quickly as originally planned. Consequently, the old suits are expiring faster than they are being replaced.
Some ensemble components, particularly suits, may not be available in adequate numbers to meet near-term minimum requirements. As of August 30, 2002, DOD had procured about 1.5 million of the new JSLIST suits, of which the majority were issued to the military services. Others are held in Defense Logistics Agency reserves, provided to foreign governments under the Foreign Military Sales program, or allocated to domestic uses. Together with the existing inventory of earlier-generation suits, it was estimated that DOD had a total of 4.5 million suits.

After release of Request for Proposal in FY00, four candidate materials and two IIDP candidates were received. All have completed field-testing at 29 Palms, Cold Regions Test Center, and Tropic Test Center 4QFY01 – 2QFY02. Due to funding shortfalls, chemical agent swatch testing has been postponed until 1QFY03. Upon completion of agent testing, the candidates will be evaluated for inclusion on the Qualified Products List (QPL).

Joint Service Lightweight

JSLIST consolidates service programs to develop next generation chemical/biological protective clothing systems into common goal objectives: obtain the best suit possible at the least cost; minimize types of suits in service; maximize economies of scale; and conserve service resources. JSLIST created an avenue for new, potential candidate chemical protective material technologies/prototype ensembles to be evaluated for technical merit and performance. This process screened potential technologies for inclusion into future advanced development programs.

The waist-length coat has an integral hood, a slide fastener front concealed by a flap with hook and loop closure, enclosed extendable elasticized drawcord hem with jacket retention cord, full-length sleeves with hoop and loop wrist closure adjustment tabs, and an outside bellows pocket with flap on the left sleeve. The outer shell of both pieces is a 50/50 nylon/cotton poplin ripstop with a durable water repellent finish. Once the suit reaches ten years of service life it is chemical tested, inspected, and if qualified, is extended annually thereafter. Equipment Assessment Program personnel will perform the visual inspection. The chemical testing will be performed by the Battelle Memorial Institute. Inspection and testing of the JSLIST suits will begin in FY02 (first five year period) for shelf life extension. Representative samples from FY97 production lots will be inspected at that time.
JSLIST suits in packages with some loss of vacuum, but no clearly visible holes or tears, are considered fully mission-capable. Phalanx Close-In Weapons
Function: Anti-ship missile defense.
Description: Phalanx provides ships of the U.S. Navy with a "last-chance" defense against anti-ship missiles and littoral warfare threats that have penetrated other fleet defenses. Phalanx automatically detects, tracks and engages anti-air warfare threats such as anti-ship missiles and aircraft, while the Block 1B's man-in-the-loop system counters the emerging littoral warfare threat. This new threat includes small,high-speed surface craft, small terrorist aircraft, helicopters and surface mines. Phalanx accomplishes these engagements via an advanced search and track radar system integrated with a stabilized, forward looking infra-red (FLIR) detector. This integrated FLIR provides Phalanx with an unique multi-spectral detect and track capability for littoral warfare threats and dramatically improves the existing anti-air warfare capability. Block 1B also incorporates new Optimized Gun Barrels which provide improved barrel life, improved round dispersion and increased engagement ranges.
Phalanx is the only deployed close-in weapon system capable of autonomously performing its own search, detect, evaluation, track, engage and kill assessment functions. Phalanx also can be integrated into existing Combat Systems to provide additonal sensor and fire-control capability.
History: The Phalanx Close-In Weapons System (CIWS) underwent operational tests and evaluation onboard USS Bigelow in 1977, and exceeded maintenance and reliability specifications. Phalanx production started in 1978 with orders for 23 USN and 14 Foreign Military Sales (FMS) systems.

T-AGM Missile Range Instr
Function: Missile range instrumentation ship provides a platform for monitoring foreign missile launchers for SALT Treaty verification.
History: The USNS Observation Island was built as a "Mariner" class merchant ship; launched Aug. 15, 1953; and acquired by the Navy on Sept. 10, 1956, for use as a Fleet Ballistic Missile test ship. The vessel was converted at Norfolk Naval Shipyard, and was placed in reserve from September 1972. On Aug. 18, 1977, the Observation Island was reacquired by the U.S. Navy from the Maritime Administration and transferred to Military Sealift Command and reclassified as T-AGM 23.
Description: The USNS Observation Island operates worldwide, monitoring compliance with strategic arms treaties and supports U.S. military weapons test programs. Observation Island carries an Air Force shipborne phased-array radar System for collection of data on missile tests. Deep Submergence Rescue V
Function: Deep submergence rescue vehicle.
History: DSRVs were developed as a result of the USS Thresher submarine accident in 1963, when all hands were lost. At the time, submarine operating depths greatly exceeded the capabilities of rescue vessels. The Deep Submergence Systems Project contracted with Lockheed Missiles and Space, Co. to produce a deep diving rescue submarine, the first of which was launched in 1970.
Description: The primary mission of the DSRV is to provide a quick reaction, worldwide, all-weather capability to rescue personnel from submerged, disabled submarines (DISSUB) of the U.S. Navy or foreign navies at depths up to 2000 feet. The maximum operating depth is approximately 5000 feet. Mystic can be transported by truck, aircraft, surface ship, or on a mother submarine. For a rescue operation, it can dive, locate the DISSUB, and attach itself to the DISSUB's rescue seat. After the DSRV is properly attached to the submarine, the DISSUB's access hatches are opened and submarine personnel can directly the DSRV. The DSRV then detaches from the submarine and transfers the rescued personnel to the support ship.

Air Force Air Transport C
The Air Force Air Transport Command (AFATC) shoulder patch was changed from the design previously used by its parent unit the Air Force Ferrying Command. This modified patch would be of the same general design but would be silver, instead of gold, and the morse code would read "AFATC" instead of the "AFFC". The design of the shoulder patch suggests a stylized aircraft being ferried from east to west over a portion of the globe. The design is based on a Presidential Directive from Franklin D. Roosevelt (as Commander in Chief) ordering that ircraft be ferried for delivery to the British "with the greatest possible speed." It should be noted that the short and long red and blue lines extending from the globe to the tip of the wing form the Morse code letters and were part of the originally approved design. Although the QMG made no mention of the new "cloth" insignia just the metal insignia, it is believed that these patches were worn by local approval only.
The AFATC was established on June 20th, 1942, as a successor Command to the SAir Forces Ferrying Command with Headquarters in Washington, D.C. The Ferrying Division of AFATC took charge of all ferrying operations and continured this missiion of ferrying aircraft to foreign and domestic destinations and often delivered 8,000 aircraft monthly. AFATC was also made responsible for transporting all War Department personnel, material, and mail (escept for areas served by Troop Carrier Units). In addition, AFATC was given the control, operation, and maintenance for all air route facilities and establishments in effect, the AFATC became "an agency in which the War Department had centered a;ll responsibbility for the development of air transport." To accomplish its mission, AFATC established a network of over 200 bases along 100,000 miles of overseas routes and 35,000 miles of domestic routes. Aircraft from civilian carriers were contracted (Air Carrier Contracat Personnel)) and added to the Command, ad passenger service became a major function of AFATC. With the addition of overseas wings to the Command, the prompt delivery of cargo to combat areas in any theater of operations became "one of the most significant developments of the war." While statistics do not indicat4 how many battles were won by the prompt delivery of priority cargo to the battlefront by the Air Transport Command, history reveals that no battle was ever lost because of a lack of support from the men of this fine unit.

Resistance Cross
Resistance Cross
When the Netherlands was liberated in May 1945, the Dutch government in London had succeeded in developing a good and balanced system of both military and civilian decorations. Apart from the already existing Military Order of William, new decorations aroused like the Bronze Lion, the Bronze Cross, the Cross of Merit and the Flyers Cross. Deeds of courage could be awarded in a very efficient way. However there was not a good decoration to award people of the resistance organisations. In surrounding countries the government had already succeeded in filling this gap. The Dutch government also tried to achieve this goal. Because of the fact that there could not be found an agreement whether deeds of resistance could be awarded with an existing Military Decoration or there was to be developed a special decoration, time passed on.
Especially within the Dutch Resistance there was a forceful movement against the decoration of resistance deeds. During war, every deed of resistance was thought to be equal to any other. However, other countries did decorate Dutch resistance people. A significant number of Dutch people were awarded decorations like the British King?s Medal for Courage in the Cause of Freedom and the American Medal of Freedom for their resistance work. Strengthened by this the Dutch government pushed on. Apart from that it was a personal wish of Queen Wilhelmina of the Netherlands that resistance work should be decorated.
A special commission was formed to seek the possibilities. This Raad voor Onderscheiding en Eerbetoon ( Council for Decoration and Honour), with Prof. Ir. W. Schemerhorn, dr. L.J.M. Beel, J.M. de Booy, mr. E.N. van Kleffens, Prof. Dr. P. Lieftinck, mr. J. Meynen and General-major mr. H.J. Kruls, first asked the Grote Adviescommissie der Illegaliteit ( Great Committee of the Resistance, GAC) for advise on the matter. It should not be any surprise that this committee advised negative. On the other hand, another organisation of the former resistance, the former members of the Binnenlandse Strijdkrachten (Inland Forces B.S) that was formed at the end of the war by combining the forces of the many weaponed resistance groups in the Netherlands, did announce they were positive about decorating deeds of resistance. Finally the Dutch government took its own decision and on November 28th 1945, the order was given to the Rijksmunt to develop a new medal. Finally the choice was made for the Resistance Cross which was developed by L.O. Wenckenbach.
By Royal Decree of May 3rd 1946 the Resistance Cross was finally instituted. The formal disruption was: ?The Bronze decoration of the Resistance Cross resembled a four armed cross, imbedded on a star of flames and covered with the Royal Crown. On the front one can find St. Joris fighting the dragon. On the arms of the cross are engraved the words ?Trouw tot in den dood?. On the obverse one can find a flaming sword wit two broken chains?, all according to article 4 of the Royal Decree. The ribbon is coloured in Crimson Red with two golden orange lines.
Although presenting the decoration to a living person, a compromise was found with the opposing people of the former Dutch Resistance and the decoration was only given to people that already died. Only once this promise was broken, when on July 19th 1946 a Resistance Cross was awarded by Queen Wilhelmina to Gerard Tieman, living in the Blindeninstituut in Bussum (Home for the Blind).
The first Resistance Crosses were awarded by Royal Decree of May 7th 1946 and were given to the relatives on May 9th of the same year. The group of people that was awarded was very carefully chosen from all the different groups of the Dutch Resistance movement. Very high rules were used to make the decoration one of the highest in ranking in the Dutch system, coming only second after the highest, the Military Order of William. The Resistance Cross was also awarded to foreign people for their part in the Dutch Resistance network. On October 24h 1946 the first ?foreign? decorations were awarded to Belgian Resistance Fighters.
One remarkable Resistance Cross must not be forgotten. To commemorate the millions of Jews that were killed during the Second World War, there was to be build a monument in New York. Mr. E.N. Kleffens, then Dutch Ambassador in the United States was asked to be a member of the Commission of Recommendation for the monument to be called the ?American Memorial to six million martyred Jews and the Heroes of the Warsaw Ghetto Battle?. Kleffens was asked to present a decoration as forms of publicity for the monument. By his doing a Royal Decree no.4 was announced on October 17th 1947, giving a Resistance Cross to the ?Unknown Jewish Soldier of the Warsaw Ghetto who died for the Freedom of all People?. Although the monument never was finished, on the place of the monument in the Riverside Park a memorial stone was erected with the lines: ?This is the site for the American Memorial to the heroes of the Warsaw Ghetto Battle April-May 1943 and to the six million Jews of Europe martyred in the cause of human liberty?.

Military Medal
Military Medal
The Military Medal was established during the First World War by King George V on 25 March 1916, a year and a half after Britain declared war against Germany. Its inception was intended to meet the enormous demand for medals during the First World War. The medal was initially awarded tot Warrant Officers, Non-Commissioned Officers and men of the army, including the Royal Flying Corps and Royal Naval Division, for individual or associated acts of bravery which were insufficient to merit an award of the Distinguished Conduct Medal.
The Military Medal, which was recommended by a Commander-in Chief in the field, was not restricted to British or Commonwealth subjects, but also foreign subjects could be awarded. The medal was subsequently awarded to women and awards of the medal were announced in the London Gazette.
Recipients of the medal, which was silver and circular of 36 mm in diameter, were allowed to use the letters ?MM? after their name. A bar is awarded for a subsequent act or acts of bravery. On the obverse is the head of the monarch shown and on the rim the regimental or equivalent number, rank, initials, surname and unit of the recipient is engraved in plain block capitals.
The ribbon is dark blue, 1.25 inches wide, with five equal vertical centre stripes of white, red, white, red and white, each 0.125 inches wide.
As many as 115,600 Military Medals were awarded during the First World War, along with 5,796 first bars, 180 second bars and 1 third bar. A further 15, 000 Military Medals were awarded during the Second World War.

St. Anne's Medal for Sold
The St. Anne's Medal for Soldiers was a separate medal for enlisted men and NCOs. Foreign military personnel also received St. Anne's Medals for action in service to Russia during WWI, showing up among both Allied and German soldiers' awards.
