VIETNAM SERVICE MEDAL


1. Description: On a bronze medal, 1 ? inches in diameter, an oriental dragon behind a grove of bamboo trees above the inscription "REPUBLIC OF VIETNAM SERVICE." On the reverse, a crossbow surmounted a by a torch above the arched inscription "UNITED STATES OF AMERICA".


2. Ribbon: The ribbon is 1 3/8 inches wide and consists of the following stripes: 1/8 inch Primitive Green 67188; 5/16 inch Air Force Yellow 67103; 1/16 inch Old Glory Red 67156; 5/32 inch Air Force Yellow; center 1/16 inch Old Glory Red; 5/32 inch Air Force Yellow; 1/16 inch Old Glory Red; 5/16 inch Air Force Yellow; and 1/8 inch Primitive Green.


3. Criteria: a. Awarded to all members of the Armed Forces of the United States serving in Vietnam and contiguous waters or airspace thereover, after 3 July 1965 through 28 March 1973. Members of the Armed Forces of the United States in Thailand, Laos, or Cambodia, or the airspace thereover, during the same period and serving in direct support of operations in Vietnam are also eligible for this award. To be eligible for award of the medal, individual must- -


(1) Be attached to or regularly serve for one or more days with an organization participating in or directly supporting military operations; or


(2) Be attached to or regularly serve for one or more days aboard a naval vessel directly supporting military operations; or


(3) Actually participate as a crewmember in one or more aerial flights into airspace above Vietnam and contiguous waters directly supporting military operations; or


(4) Serve on temporary duty for 30 consecutive days or 60 nonconsecutive days in Vietnam or contiguous areas, except that the time limit may be waived for personnel participating in actual combat operations.


b. Individuals qualified for the Armed Forces Expeditionary Medal for service in Vietnam between 1 July 1958 and 3 July 1965 shall remain qualified for the medal. Upon request, the individual may be awarded the Vietnam Service Medal in lieu of the Armed Forces Expeditionary Medal. In such instances, the Armed Forces Expeditionary Medal will be deleted from the list of authorized medals in the individual?s personnel records. No person shall be entitled to both awards for Vietnam Service.


4. Components: The following are authorized components and related items:


a. Medal (regular size): MIL-DTL-3943/230. NSN 8455-00-926-1664 for set which includes a regular size medal and ribbon bar.


b. Medal (miniature size): MIL-DTL-3943/230. Available commercially.


c. Ribbon: MIL-DTL-11589/151. NSN 8455-00-926-1530.


d. Lapel Button (metal replica of ribbon bar): MIL-L-11484/69. Available commercially.


e. Streamer: MIL-S-14650. Manual requisition in accordance with Chapter 9, Army Regulation (AR) 840-10.


5. Background:


a. On 21 August 1964, the Deputy Chief of Staff for Personnel (DCSPER) requested that The Institute of Heraldry provide proposed designs for the possible adoption of a Vietnam Service Medal. Proposed designs were submitted to DCSPER on 29 September 1964. The Vietnam Service Medal was established by Executive Order 11231, dated 8 July 1965. The design approved by the Office of the Secretary of Defense, 12 July 1965, and the policy for award was promulgated by DOD Directive 1348.15, dated 1 October 1965.


b. The design, created by Miss Mercedes Lee, includes bamboo trees which are adapted from the flag of the President of Vietnam and the half-concealed dragon represents the subversive nature of the conflict. The crossbow, on the reverse, is the ancient weapon of Vietnam and the torch of the Statue of Liberty is a symbol of the United States devotion to liberty and freedom. The yellow ribbon with three vertical red stripes suggests the color of the flag of the Republic of Vietnam. The green border on each side alludes to the jungle of that Country.


c. Soldiers receiving the Vietnam Service Medal are authorized to wear a bronze star to indicate each campaign. There are 17 designated campaigns during the period of 15 March 1962 through 28 January 1973. Units which receive campaign credit for any of the campaigns would display a streamer with inscription as shown on the unit's lineage and honors. The designated campaigns are:

World War I Victory Medal

WORLD WAR I VICTORY MEDAL


1. Description: The medal is bronze and 1 3/8 inches in diameter. On the obverse is a winged Victory, standing full length and full face. On the reverse is the inscription "THE GREAT WAR FOR CIVILIZATION" and the United States shield with the letters "U.S." surmounted by a fasces, and on either side the names of the allied and associated nations. The lapel button is a five-pointed star 5/8-inch in diameter on a wreath with the letters "U.S." in the center.


2. Ribbon: The medal is suspended by a ring from a silk ribbon 1 3/8 inches in width, representing two rainbows placed in juxtaposition and having the red in the middle.


3. Criteria:


a. The World War I Victory Medal was awarded for honorable service for active duty at any time between 6 April 1917 and 11 November 1918. It was also awarded for service between 12 November 1918 and 5 August 1919, with the American Expeditionary Forces in European Russia, and was awarded to the American Expeditionary Forces in Siberia between 23 November 1918 and 1 April 1920.


b. Battle clasps were awarded for each of the major operations for individuals actually present under competent orders. The clasps, with a star on each side of the name of the campaign or one of the defensive sectors, were worn on the suspension ribbon for the following campaigns:

5. Background:


a. The medal was established by an Act of Congress, 1919, and promulgated by War Department General Orders 48, 1919, which was rescinded by War Department General Orders 83, 30 Jun 1919.


b. The 14 Allied Nations decided on a single ribbon, but pendant design was left up to each Nation. Mr. James E. Fraser was the designer of the U.S. Victory Medal.


c. The Victory Medal ribbon pattern is used in thirteen streamers displayed on the Army flag to represent World War I service. The inscriptions for the streamers displayed on the Army flag are listed in AR 840-10.

The TOW anti-tank missile of Iran-Contra fame was introduced for service in the US Army in 1970. Current versions are capable of penetrating more than 30 inches of armor, or "any 1990s tank," at a maximum range of more than 3,000 meters. It can be fired by infantrymen using a tripod, as well from vehicles and helicopters, and can launch 3 missiles in 90 seconds. It is primarily used in antitank warfare, and is a command to line of sight, wire-guided weapon. TOW is used to engage and destroy enemy armored vehicles, primarily tanks. Secondary mission is to destroy other point targets such as non-armored vehicles, crew-served weapons and launchers. This system is designed to attack and defeat tanks and other armored vehicles. The system will operate in all weather conditions and on the "dirty" battlefield.


In May 1972, U.S. soldiers initially used the TOW in combat during the Vietnam War. This was the very first time that American troops had ever fired an American-made missile under wartime conditions. The system has also seen action in various clashes between Israel and Syria as well as during the Iran/Iraq war. During the Gulf War, in Saudi Arabia the system was represented by the HMMWV with the light forces, the Bradley Fighting Vehicle with the heavy forces, Improved TOW Vehicle with some of the forces, and the Cobra-mounted version. The TOW was one of the earliest missile systems to arrive in SWA because of the large Iraqi armored threat it was deployed with some of the first units in Saudi: the 82nd Airborne Division, the 24th Mechanized Division and the101st Airborne Division. Thousands of missiles and hundreds of launchers were used during Operation Desert Storm. Forces of other countries, including Saudi Arabia, also had TOW at their disposal.


Early reports focused on the problems being experienced by US Army and Marine Corps units in hitting targets during live-fire exercises because soldiers [lacked experience firing the weapon, as well as Iraqi use of "dazzlers" intended to interfere with the guidance of Army TOW missiles and other antitank missiles. But the TOW during ODS was a primary killer of Iraqi tanks, armored personnel carriers,and other vehicles. Before the start of the coalition air campaign in January 1991, Army and Marine Corps planners noted a trend of improvement as more and more units [had] the opportunity to practice firing the TOW. The Iraqi use of dazzlers also proved to be of little concern to coalition commanders. The purpose of the dazzler is to confuse the missile guidance system so it loses track of the missile. It did not work against the TOWs used in Southwest Asia. There were no reports since the war that any of these were effective in any way against TOWs.


Before the start of the actual ground offensive, US Marine units successfully employed the TOW against various Iraqi targets. On 18 January 1991, newspapers reported that U.S. Marine Corps AH-1T Cobra helicopter gunships destroyed an Iraqi command post following Iraq's sporadic shelling of the Khafji area near the Saudi-Kuwaiti border. Four Cobra gunships destroyed a building used as an Iraqi command post with TOW missiles. Accounts told by Gulf War veterans who witnessed the TOW in action during the fighting revealed several instances where TOWs did things that surprised the engineers who designed them more than the soldiers who fired them. TOW missiles proved to be a determining factor in the first ground engagement of Operation Desert Storm. During the Battle of Khafji, which took place before the start of the actual ground offensive, the TOW demonstrated a pretty unique ability. The Saudis fought Iraqi tanks with TOW missiles and drove them out of the city. At one point in the battle, the Saudis saw Iraqi soldiers on top of a water tower. Not wishing to blow up the tower, the Saudis fired a TOW, blew the ladder off the tower and left the Iraqis stranded until the end of the battle." The lethality of the TOW missile was proven beyond doubt during the 100-hour ground campaign when one of the antitank munitions fired by US troops went right through the tank it was aimed at and penetrated another tank parked next to it. Another TOW went through a six foot dirt berm and knocked out an Iraqi armored personnel carrier on the otherside. In both instances, the TOW performed a feat which it supposedly was incapable of accomplishing.


Even without these rather unusual and certainly unexpected displays of its effectiveness, the TOW did better than expected. The system's deadly accuracy proved to be unstoppable even out to its maximum effective range and under degraded visibility conditions. TOW was real powerful hitting because you could tell as soon as it hit, the vehicle was dead. TOW missiles were able to kill targets while the Bradley was on the move.


The basic TOW Weapon System was fielded in 1970. Manufactured by Hughes Aircraft Company, the TOW is the most widely distributed anti-tank guided missile in the world with over 500,000 built and in service in the U.S. and 36 other countries. The TOW has extensive combat experience in Vietnam and the Middle East. Iran may have obtained 1,750 or more TOWs and used TOWs against Iraqi tanks in the 1980s. The TOW 2 launcher is the most recent launcher upgrade. It is compatible with all TOW missiles. The TOW 2 Weapon System is composed of a reusable launcher, a missile guidance set, and sight system. The system can be tripod mounted. However because it is heavy, it is generally employed from the HMMWV. The missile has a 20-year maintenance-free storage life. All versions of the TOW missile can be fired from the current launcher.


The TOW is a crew portable, vehicle-mounted, heavy anitarmor weapon system consisting of a launcher and one of five versions of the TOW missile. It is designed to defeat armored vehicles and other targets such as field fortifications from ranges up to 3,750 meters. After firing the missile, the gunner must keep the cross hairs of the sight centered on the target to ensure a hit. The system will operate in all weather conditions in which the gunner can see a target throughout the missile flight by using either a day or night sight.


The TOW Sight Improvement Program (TSIP) effort began in 199 However, on 15 October 1991 The Secretary of the Army cancelled the TSIP because of declining budget & funding issues. The Assistant Secretary of the Army for Research, Development and Acquisition directed the PEO, Tactical Missiles to coordinate the development of an affordable alternative. The latter effort subsequently became known as the Improved Target Acquisition System (ITAS) being developed for the Army's light forces.


The TOW Improved Target Acquisition System (ITAS) is a materiel change to the The ITAS is a material change to the current TOW2 ground launcher and M966 HMMWV TOW2 acquisition and fire control subsystems for first-to-deploy light forces. ITAS aides in firing all versions of TOW and builds the bridge to TOW F&F. The TOW tripod and launch tube remain unchanged. ITAS significantly increases target acquisition and engagement ranges, while retaining the capability to fire all configurations of the TOW missile. ITAS uses a second-generation forward-looking infrared system, digital components, and an eyesafe laser range finder. ITAS has an improved design with BIT/ BITES for increased maintainability and reduced logistics requirements. It also features an improved man-machine interface that improves system engagement performance. The ITAS modification kit consists of an integrated (Day/ Night Sight with Laser Rangefinder) Target Acquisition Subsystem (TAS), Fire Control Subsystem (FCS), Battery Power Source (BPS), and Modified Traversing Unit (TU). The ITAS will operate from the High Mobility Multi- Purpose Wheeled Vehicle (HMMWV) and the dismount tripod platform. The ITAS will be fielded at battalion level, replacing TOW 2 in light infantry units. The TOW Improved Target Acquisition System low- rate initial production (LRIP) I contract was awarded September 30, 1996, with a production quantity of twenty- five units. LRIP II was awarded March 1998 for a quantity of seventy-three systems for the 1st BDE Fielding in September 1999. First unit equipped (FUE) was conducted in September 1998.


Increased funding for Stryker and Future Combat Systems (FCS) came as a result of Army decisions in 2002 to terminate or restructure some 48 systems in the FY ?04-?09 Program Objective Memorandum (POM) long-term spending plan. Among the systems terminated were: United Defense?s Crusader self-propelled howitzer and the A3 upgrade for the Bradley Fighting vehicle, GD?s M1A2 Abrams System Enhancement Program, Lockheed Martin?s Army Tactical Missile System Block II and the associated pre-planned product improvement version of Northrop Grumman?s Brilliant Anti-armor (BAT) munition, Raytheon?s Stinger missile and Improved Target Acquisition System, and Textron?s Wide Area Mine.


The TOW system is used on the HMMWV, the M151 jeep, the armored personnel carrier, the Bradley Fighting Vehicle (BFV) COBRA helicopters, the ITV, and the US Marine Corps light armored vehicle.


Considerable improvements have been made to the missile since 1970. There are six missiles available for the TOW. Three of the five TOW missile versions--Basic TOW, Improved TOW and TOW 2--are no longer being produced for US forces. However, these versions are still used by 40 allied countries.

In May 1972, U.S. soldiers initially used the TOW in combat during the Vietnam War. This was the very first time that American troops had ever fired an American-made missile under wartime conditions. The system has also seen action in various clashes between Israel and Syria as well as during the Iran/Iraq war. During the Gulf War, in Saudi Arabia the system was represented by the HMMWV with the light forces, the Bradley Fighting Vehicle with the heavy forces, Improved TOW Vehicle with some of the forces, and the Cobra-mounted version. The TOW was one of the earliest missile systems to arrive in SWA because of the large Iraqi armored threat it was deployed with some of the first units in Saudi: the 82nd Airborne Division, the 24th Mechanized Division and the101st Airborne Division. Thousands of missiles and hundreds of launchers were used during Operation Desert Storm. Forces of other countries, including Saudi Arabia, also had TOW at their disposal.

Before the start of the coalition air campaign in January 1991, Army and Marine Corps planners noted a trend of improvement as more and more units [had] the opportunity to practice firing the TOW. The Iraqi use of dazzlers also proved to be of little concern to coalition commanders. The purpose of the dazzler is to confuse the missile guidance system so it loses track of the missile. It did not work against the TOWs used in Southwest Asia. There were no reports since the war that any of these were effective in any way against TOWs.


Before the start of the actual ground offensive, US Marine units successfully employed the TOW against various Iraqi targets. On 18 January 1991, newspapers reported that U.S. Marine Corps AH-1T Cobra helicopter gunships destroyed an Iraqi command post following Iraq's sporadic shelling of the Khafji area near the Saudi-Kuwaiti border. Four Cobra gunships destroyed a building used as an Iraqi command post with TOW missiles. Accounts told by Gulf War veterans who witnessed the TOW in action during the fighting revealed several instances where TOWs did things that surprised the engineers who designed them more than the soldiers who fired them. TOW missiles proved to be a determining factor in the first ground engagement of Operation Desert Storm. During the Battle of Khafji, which took place before the start of the actual ground offensive, the TOW demonstrated a pretty unique ability. The Saudis fought Iraqi tanks with TOW missiles and drove them out of the city. At one point in the battle, the Saudis saw Iraqi soldiers on top of a water tower. Not wishing to blow up the tower, the Saudis fired a TOW, blew the ladder off the tower and left the Iraqis stranded until the end of the battle." The lethality of the TOW missile was proven beyond doubt during the 100-hour ground campaign when one of the antitank munitions fired by US troops went right through the tank it was aimed at and penetrated another tank parked next to it. Another TOW went through a six foot dirt berm and knocked out an Iraqi armored personnel carrier on the otherside. In both instances, the TOW performed a feat which it supposedly was incapable of accomplishing.


Even without these rather unusual and certainly unexpected displays of its effectiveness, the TOW did better than expected. The system's deadly accuracy proved to be unstoppable even out to its maximum effective range and under degraded visibility conditions. TOW was real powerful hitting because you could tell as soon as it hit, the vehicle was dead. TOW missiles were able to kill targets while the Bradley was on the move.


The basic TOW Weapon System was fielded in 1970. Manufactured by Hughes Aircraft Company, the TOW is the most widely distributed anti-tank guided missile in the world with over 500,000 built and in service in the U.S. and 36 other countries. The TOW has extensive combat experience in Vietnam and the Middle East. Iran may have obtained 1,750 or more TOWs and used TOWs against Iraqi tanks in the 1980s. The TOW 2 launcher is the most recent launcher upgrade. It is compatible with all TOW missiles. The TOW 2 Weapon System is composed of a reusable launcher, a missile guidance set, and sight system. The system can be tripod mounted. However because it is heavy, it is generally employed from the HMMWV. The missile has a 20-year maintenance-free storage life. All versions of the TOW missile can be fired from the current launcher.


The TOW is a crew portable, vehicle-mounted, heavy anitarmor weapon system consisting of a launcher and one of five versions of the TOW missile. It is designed to defeat armored vehicles and other targets such as field fortifications from ranges up to 3,750 meters. After firing the missile, the gunner must keep the cross hairs of the sight centered on the target to ensure a hit. The system will operate in all weather conditions in which the gunner can see a target throughout the missile flight by using either a day or night sight.


The TOW Sight Improvement Program (TSIP) effort began in 199 However, on 15 October 1991 The Secretary of the Army cancelled the TSIP because of declining budget & funding issues. The Assistant Secretary of the Army for Research, Development and Acquisition directed the PEO, Tactical Missiles to coordinate the development of an affordable alternative. The latter effort subsequently became known as the Improved Target Acquisition System (ITAS) being developed for the Army's light forces.


The TOW Improved Target Acquisition System (ITAS) is a materiel change to the The ITAS is a material change to the current TOW2 ground launcher and M966 HMMWV TOW2 acquisition and fire control subsystems for first-to-deploy light forces. ITAS aides in firing all versions of TOW and builds the bridge to TOW F&F. The TOW tripod and launch tube remain unchanged. ITAS significantly increases target acquisition and engagement ranges, while retaining the capability to fire all configurations of the TOW missile. ITAS uses a second-generation forward-looking infrared system, digital components, and an eyesafe laser range finder. ITAS has an improved design with BIT/ BITES for increased maintainability and reduced logistics requirements. It also features an improved man-machine interface that improves system engagement performance. The ITAS modification kit consists of an integrated (Day/ Night Sight with Laser Rangefinder) Target Acquisition Subsystem (TAS), Fire Control Subsystem (FCS), Battery Power Source (BPS), and Modified Traversing Unit (TU). The ITAS will operate from the High Mobility Multi- Purpose Wheeled Vehicle (HMMWV) and the dismount tripod platform. The ITAS will be fielded at battalion level, replacing TOW 2 in light infantry units. The TOW Improved Target Acquisition System low- rate initial production (LRIP) I contract was awarded September 30, 1996, with a production quantity of twenty- five units. LRIP II was awarded March 1998 for a quantity of seventy-three systems for the 1st BDE Fielding in September 1999. First unit equipped (FUE) was conducted in September 1998.


Increased funding for Stryker and Future Combat Systems (FCS) came as a result of Army decisions in 2002 to terminate or restructure some 48 systems in the FY ?04-?09 Program Objective Memorandum (POM) long-term spending plan. Among the systems terminated were: United Defense?s Crusader self-propelled howitzer and the A3 upgrade for the Bradley Fighting vehicle, GD?s M1A2 Abrams System Enhancement Program, Lockheed Martin?s Army Tactical Missile System Block II and the associated pre-planned product improvement version of Northrop Grumman?s Brilliant Anti-armor (BAT) munition, Raytheon?s Stinger missile and Improved Target Acquisition System, and Textron?s Wide Area Mine.


The TOW system is used on the HMMWV, the M151 jeep, the armored personnel carrier, the Bradley Fighting Vehicle (BFV) COBRA helicopters, the ITV, and the US Marine Corps light armored vehicle.


Considerable improvements have been made to the missile since 1970. There are six missiles available for the TOW. Three of the five TOW missile versions--Basic TOW, Improved TOW and TOW 2--are no longer being produced for US forces. However, these versions are still used by 40 allied countries.

Three Kurdish fighters also died, and an ABC correspondent was wounded, it said. Security officials of the Patriotic Union of Kurdistan blamed the blast on a suicide bomber from an Islamic extremist group, Ansar al-Islam, which U.S. officials believe has links to al Qaeda.

Friday, March 21, 2003 : U.S. Marine CH-46 helicopter crashed in northern Kuwait early Friday morning, killing all 16 people on board - 12 British military personnel and four American crew members, Pentagon officials said.



Thursday, March 20, 2003: Iraq responded to the attack by firing at least four missiles into northern Kuwait, two of which U.S. Patriot missiles intercepted, U.S. military officials said. U.S. forces sounded numerous alerts in the hours after the strikes, sending troops at several bases scrambling for chemical protection gear and running for bunkers. Air raid sirens also sounded in Kuwait City.



IRAN:


Saturday, March 22, 2003: Washington has confirmed that they are in tense diplomatic talks with Iran who claims that as many as three cruise missiles misfired and landed inside Iran. Reports remain unconfirmed and Washington says it is investigating the situation.



TURKEY:


Sunday, March 23, 2003: Two U.S. cruise missiles fell in unpopulated areas of Turkey on Monday, the Pentagon said. No one was hurt.



Saturday, March 22, 2003: Turkish and U.S. military authorities investigated an undetonated missile that appeared to have fallen into a remote village in southeastern Turkey. No one was hurt by the missile, which witnesses said left a crater 13 feet [4 meters] wide and 3.3 feet [1 meter] deep. The missile fell in Ozveren, 430 miles [688 kilometers] northwest of the border with Iraq, at about 5:30 p.m. [9:30 a.m. EST], as planes were seen flying overhead, witnesses said.

9th Army Air Force

Worn from 16 September 1943 to August 1954


The Ninth Air Force began operations on 12 November 1942 by participating in the Allied drive across Egypt and Libya, the Campaign in Tunisia, and the invasion of Sicily and Italy. In addition, they helped prepare for the assault on Normandy and supported operations on the beach. They took part in the drive that carried the Allies across France and culminated in victory over Germany in May 1945. On an ultramarine blue background, the United States Army Air Force star sits above a winged Arabic number nine, which is the unit's designation. Activated 8 April 1942, New Orleans Army Air Base, Louisiana.

Fourth Armored Division

Worn from 15 April 1941 to 10 May 1971

Activated at Pine Camp, New York. The Arabic number four shows the division's designation. The division had no official nickname because the Commanding General refused to propose andy in the belief that, "They shall be known by their deeds alone". The fourth Armored Division fought in five campaigns, 230 days of combat, and eaarned great praise including General Patton's, who stated that the accomplishment of the 4th Armored Division "had never been equalled in the history of warfare."

Sixth Armored Division

Activated at Fort Knox, Kentucky. The Arabic number six shows the division's designation. The history of the Super Sixth is brief, but their deeds were great and live on in the hearts of all patriotic Americans. Normandy, Muhlhausen, Buchenwald, and the Battle of the Bulge are inscribed for all time in the pages of this outfit's history, and the spirits of nearly five thousand soldiers killed or wounded bear witness to the unit's sacrifices in the cause of freedom. The Super Sixth gained fame for its ability to move and overcome enemy resistance rapidly and was credited with 272 days of combat but lost 4,670 men killed and wounded in five campaigns
