Field Operating Agencies

A subdivision of the Air Force, directly subordinate to a HQ USAF functional manager. Field operating agencies (FOAs) perform field activities beyond the scope of any of the major commands. Their activities are specialized or associated with an Air Force wide mission. Below are presented the lineages of the currently active FOAs.

Air Force Agency for Modeling and Simulation


Constituted as the Air Force Agency for Modeling and Simulation and activated as a Field Operating Agency of the United States Air Force (USAF) on June 3, 1996.

Air Force Audit Agency


Established as the Air Force Audit Agency, and activated as a separate operating agency, on December 31, 1971. Effective February 5, 1991, the status of this organization changed from a separate operating agency to a field operating agency.

Air Force Base Conversion Agency


Constituted as the Air Force Base Disposal Agency, and activated as a field operating agency on November 15, 1991. Redesignated Air Force Base Conversion Agency on November 1, 1993.

Established as the Air Force Center For Environmental Excellence, and activated as a field operating agency, on July 23, 1991.

Air Force Civil Engineer Support Agency


Established as Air Force Engineering and Services Agency, and activated as a separate operating agency, on April 8, 1977. Redesignated Air Force Engineering and Services Center on June 30, 1978. Effective February 5, 1991, the status of this organization changed from a separate operating agency to a field operating agency. Redesignated: Air Force Civil Engineering Support Agency on August 1, 1991; Air Force Civil Engineer Support Agency on March 1, 1994.

Air Force Communications Agency


Established as Army Airways Communications System Wing on April 13, 1943. Activated, as part of Flight Control Command, on April 26, 1943. Reassigned directly to the Army Air Forces on July 14, 1943. Redesignated Army Airways Communications System on April 26, 1944. Redesignated Air Communications Service, and reassigned to Air Transport Command, on March 13, 1946. Redesignated Airways and Air Communications Service on September 11, 1946. Reassigned to Military Air Transport Service (MATS) on June 1, 1948. Effective July 1, 1961, relieved from assignment to MATS, elevated to major command status, and redesignated Air Force Communications Service. Redesignated Air Force Communications Command on November 15, 1979. Status of the Air Force Communications Command changed from a major command to a field operating agency of the United States Air Force on July 1, 1991. Redesignated Air Force Command, Control, Communications and Computer Agency on May 28, 1993. Redesignated Air Force Communications Agency on June 13, 1996. Status changed from a field operating agency of the USAF to a subordinate unit of the Air Force Communications and Information Center on April 1, 1997 and back to a field operating agency on October 1, 2000.

Air Force Cost Analysis Agency


Established as the Air Force Cost Center, a direct reporting unit, and activated on June 15, 1986. Effective February 5, 1991, the status of this organization changed from a direct reporting unit to a field operating agency. Redesignated Air Force Cost Analysis Agency on August 1, 1991.

Air Force Flight Standards Agency


Established as the Air Force Flight Standards Agency, and activated as a field operating agency, on October 1, 1991.

Air Force Frequency Management Agency


Constituted as the Air Force Frequency Management Center, and activated on January 1, 1982, as a subordinate unit of Air Force Communications Command. Redesignated Air Force Frequency Management Agency on October 1, 1991 and concurrently, status changed to a field operating agency. On April 1, 1997, status of this organization changed from a field operating agency of the USAF to a subordinate unit of the Air Force Communications and Information Center. Effective October 1, 2000, the status of this organization changed from a subordinate unit of the Air Force Communications and Information Center to a field operating agency of the USAF.

Air Force Historical Research Agency


Established as the Albert F. Simpson Historical Research Center, a direct reporting unit , and activated on July 1, 1979. Redesignated United States Air Force Historical Research Center on December 1, 1983. Effective February 5, 1991, status of this organization changed from a direct reporting unit to a field operating agency of the USAF. Redesignated Air Force Historical Research Agency on September 1, 1991.

Air Force History Support Office


Established as the Center for Air Force History, and activated as a field operating agency, on October 1, 1991. Redesignated Air Force History Support Office on September 30, 1994.

Air Force Inspection Agency


Established as the Air Force Inspection and Safety Center, and activated as a separate operating agency, on December 31, 1971. Effective February 5, 1991, status changed from a separate operating agency to a field operating agency. Redesignated Air Force Inspection Agency on August 1, 1991.

Air Force Legal Services Agency


Established as the Air Force Legal Services Center, and activated as a separate operating agency, on July 1, 1978. Effective February 5, 1991, status changed from a separate operating agency to a field operating agency of the USAF. Redesignated Air Force Legal Services Agency on September 1, 1991.

Air Force Logistics Management Agency


Constituted as the Air Force Logistics Management Center and activated as a subordinate unit of Air University on October 1, 1975. Reassigned to Air Force Logistics Command on December 24, 1987. Redesignated Air Force Logistics Management Agency on July 1, 1992 and concurrently, its status changed from a subordinate unit of AFLC to a field operating agency of the USAF.

Air Force Manpower and Innovation Agency


Established as the Air Force Management Engineering Agency, and activated as a separate operating agency, on November 1, 1975. Assigned as a subordinate unit of the Air Force Manpower and Personnel Center, losing separate operating agency status, on June 30, 1978. Regained separate operating agency status on March 1, 1985. Effective February 5, 1991, status changed to a field operating agency. Redesignated: Air Force Center for Quality and Management Innovation on December 19, 1996; Air Force Manpower and Innovation Agency on September 1, 1999.

Established as the Air Force Medical Operations Agency, and activated as a field operating agency, on July 1, 1992.

Established as the Air Force Medical Service Center, and activated as a separate operating agency, on July 1, 1978. Redesignated Air Force Office of Medical Support on July 1, 1985. Effective February 5, 1991, status changed from a separate operating agency to a field operating agency. Redesignated Air Force Medical Support Agency on July 1, 1992.

Air Force National Security Emergency Preparedness Office
Constituted as the Air Force National Security Emergency Preparedness Office, and activated as a subordinate unit of Air Combat Command, on August 1, 1996. Effective April 1, 1997, the status of this organization changed from a subordinate unit of ACC to a field operating agency of the USAF.

Established as the Air Force Service Information and News Center, and activated as a separate operating agency, on June 1, 1978. Redesignated Air Force News Center on April 1, 1990. Established as the Air Force Office of Special Investigations, and activated as a separate operating agency, on December 31, 1971. Effective February 5, 1991, status changed from a separate operating agency to a field operating agency of the USAF.

Established as the Air Force Combat Operations Staff, and activated as a direct reporting unit, on December 1, 1978. Effective February 5, 1991, the status of this organization changed from a direct reporting unit to a field operating agency. Redesignated Air Force Operations Group on April 1, 1995.

Air Force Pentagon Communications Agency
Organized as 1061st USAF Communications Squadron on January 1, 1951. Redesignated: 2044th AACS Squadron on January 1, 1953; 2044th Communications Squadron on July 1, 1961; 2044th Communications Group on January 1, 1966; Teleprocessing Services Center on May 8, 1984; 1st Information Systems Group on October 1, 1984; 7th Communications Group on November 1, 1986. Effective February 5, 1991, status changed from a subordinate organization of the Air Force District of Washington to a field operating agency of the USAF. Redesignated Air Force Pentagon Communications Agency on July 1, 1994. Effective April 1, 1997, status changed from a field operating agency to a subordinate unit of the Air Force Communications and Information Center. Effective October 1, 2000, the status of this unit changed from a subordinate unit of the Air Force Communications and Information Center to a field operating agency.

Air Force Personnel Center


Established as the Air Force Military Personnel Center, and activated as a separate operating agency, on December 31, 1971. Redesignated: Air Force Manpower and Personnel Center on June 30, 1978; Air Force Military Personnel Center on January 1, 1986. Effective February 5, 1991, status changed from a separate operating agency to a field operating agency of the USAF. Redesignated Air Force Personnel Center effective October 1, 1995.

Constituted as the Air Force Personnel Operations Agency, and activated as a field operating agency, on August 15, 1993.

Constituted as the Air Force Program Executive Office, and activated as a direct report unit, on April 5, 1990. Effective February 5, 1991, status changed from a direct reporting unit to a field operating agency.

Constituted as the Air Force Review Boards Office, and activated as a direct reporting unit, on September 1, 1982. Effective February 5, 1991, status changed from direct reporting unit to field operating agency. Redesignated Air Force Review Boards Agency on August 1, 1991.

Air Force Safety Center


Established as the Air Force Safety Agency, and activated as a field operating agency on August 1, 1991. Redesignated Air Force Safety Center on January 1, 1996.

Air Force Security Forces Center


Established as the Air Force Office of Security Police, and activated as a separate operating agency, on September 1, 1979. Effective February 5, 1991, status changed from a separate operating agency to a field operating agency. Redesignated Air Force Security Police Agency on August 1, 1991. Redesignated Air Force Security Forces Center on March 17, 1997, and concurrently its status changed from a field operating agency of the USAF to a direct reporting unit. Effective October 1, 1998, the status of this organization returned to that of a field operating agency of the USAF.

Air Force Services Agency


Established as the Air Force Morale, Welfare, and Recreation Center, and activated as a field operating agency, on February 5, 1991. Redesignated: Air Force Morale, Welfare and Recreation Agency on August 1, 1991; Air Force Morale, Welfare, Recreation and Services Agency on October 1, 1992; Air Force Services Agency on January 1, 1994.

Air Force Technical Applications Center


Organized as 1035th USAF Field Activities Group on July 7, 1959. Redesignated 1035th Technical Operations Group on June 26, 1972. Redesignated Air Force Technical Applications Center, and designated as a direct reporting unit, on October 1, 1980. Status of this organization changed from a direct reporting unit to a field operating agency effective February 5, 1991.

Air Force Weather Agency


Established as Weather Wing, Flight Control Command, and activated, on April 14, 1943. Redesignated: Army Air Forces Weather Wing on July 6, 1943; Army Air Forces Weather Service on July 1, 1945; Air Weather Service on March 13, 1946. Effective April 1, 1991, status changed from a subordinate organization of Military Airlift Command to a field operating agency of the USAF. Redesignated Air Force Weather Agency on October 15, 1997.

Air National Guard Readiness Center


Established as the Air National Guard Support Center, and activated as a direct reporting unit, on June 1, 1979. Effective February 5, 1991, status changed from a direct reporting unit to a field operating agency. Redesignated Air National Guard Readiness Center on June 1, 1992.
