Hopkins, a 34 ton motor fishing boat, was built in 1917 at Portsmouth, Virginia. She was employed in the fishing trades in that area until purchased by the Navy, which placed her in service in October 1918. The Navy retained her civilian name, designating her SP-3294, and used her for harbor patrol and other duties in the vicinity of Norfolk, Virginia. Hopkins was transferred to the War Department in March 1920.
