San Francisco, a 5102 gross ton steel freighter, was built at Londonderry, Ireland, in 1914. In June 1918 she was chartered for U.S. Navy service and placed in commission as USS Saint Francis (ID # 1557). During the remaining months of World War I she made two round-trip voyages to France and England. Following the end of the fighting, in early 1919, the ship steamed to Chile and then carried a cargo of sugar from Cuba to New York. USS Saint Francis was decommissioned in late April 1919 and returned to her owner.
