Ron,
Don't know about hurricanes Charlie and Frances, but when Ivan hit us here in NW Florida our FIRST relief supplies came in from Canada. There was some kind of big SNAFU with FEMA...they set up in the wrong place, and other miscommunications. They didnt even start operating until 3 days after the damn hurricane hit. Canada flew in rations and bottled water until FEMA got their shit together.
