Default "Passing-the-buck"(both ways)

Commentator Judge Napolitano of FNC (Fox News Channel) questions whether the U.S. Congress are being quite gutless, spineless, fearful of Ruler Obama's wrath or whatever, by giving over Total Financial Control to some committee?

Is such: "Passing-the-buck"(both ways) regarding the typically cavalier gleaning & dispersing of MY/YOUR/OUR Monies even Constitutional???

Seems more so old soviet, marxist or commissariat, to me.

How come only Barney Madoff types get jailed in America? Barney Franks types rarely ever are. Such often get rewarded and/or promoted, INSTEAD!
