I agree with your entire analogy David - "BUT", even in those days of yore, when a paper trail was produced, there was yet another culprit lurking beneath the backdrop! And this bugaboo was the mighty, although eminently vested - shredder (manual or automatic)!

Many volumes of record were produced, but those that proved an embarrassment or potential obstacle to absolute power and control were eliminated (God Bless The Rich & Famous), regardless of any minor obstacles (like mere laws) that stood in the way? And this, thanks to our "Ever For Sale" bureaucracies and those that infest them!

?So what did I learn about a few within bureaucracy, in my past quests for records and documentation??

A- Those (records and documents) that still do exist, are usually buried deeply and armored in Teflon!

B- Any (records) that FOIA managed to exhume were gleaned, sanitized and usually altered to suit the occasion and an ever-present protectionist agenda!

C- If portions of these documents incriminated the powerful, then by all means, those sections had to be totally obliterated, conveniently lost, altered, or denied!

D- These denials and lies eventually became the standing order of the day, especially amidst those who really didn't give a damn about laws and mandates that applied only to the ?hoi polloi?, as the end always justified the means to some!

E- We were often being granted the illusion, but not the reality of truth and genuine justice in far too many instances!

F- The blame factor (finger pointing in an opposite direction) is the order of the day when one was caught within the confines of a lie! (WMD anyone?)

G- Throw a pet dog (party-loyalist or contrite capitalist) on the fire every now and then to display a bogus non-partisanship! I mean what the Hell, there is always another eager, ass-kissing whipping boy waiting in the wings! (Truly amazing, or is that disgusting?)

H- ?Remember The Denial Factor!? Always attack from beneath a smug, political grin of disdain, and validate atrocity (even the domestic variety) through the cleaver manipulation of a captive media, or is that "Propaganda Ministry!"

I- Vilify all (domestic and/or foreign) who dare to undertake any transgressions similar to your own, but always display your bogus outrage from beneath a thin veil of transparent righteousness!

J- The clique and wanna-be mentality of owned lesser evils who bark (and destroy) on command must be secured, protected, and sanctified at all costs, no matter how badly truth is torn apart in the process!

K- The see no evil genre of any vested political party (as concerns it's own cronies), must be championed, even if it entails the destruction of any genuine good generated by those who have committed the unpardonable sin of hailing from the other side of the aisle!

L- Then (last, but not least), if all else fails, again, there is always that reliable old shredder (The only conscience contained within the weak)!

But alas, ?Friend David? is right - the ?New-Age Modus Operandi? eliminates the need for a middleman! Where no records exist, after all, there is no need for shredding - right?! Besides, all of that shredding was bothersome as well as time consuming, and as it is with all (so-called) bi-partisan seekers of controlled truth, something always managed to escape the choppers. (OOPS!)

Of course it must be remembered that many (including the VA itself in my humble opinion) have taken this odious art to new depths! They now merely ignore their own travesties, and by doing thus, are graciously rewarded by "Higher Powers That Be" for surrendering their battered souls, not to mention any integrity that they may have had left! "Hey, isn't there a conflict of interest here?" I mean, you can not sell what the devil already owns, can you?!
